Mainstreaming with Line Departments - Bhadrak, Odisha

Mainstreaming with line departments to spread the message of HIV/AIDS prevention in the district under the following subheads:

·         Importance of this activity:

 To fulfill the objectives and goal of the NACP-III, Mainstreaming with all line departments to spread the message of HIV/AIDS prevention is seriously felt in all spheres of intervention. Now HIV/AIDS is to be seen not only as a Health related issue but also as Social, Economical and Ethical issue as there is no permanent remedy/ cure for HIV infection till date which warrants coordinated and effective social support, care, treatment and above all, its prevention. Today the epidemic is every one’s concern throughout the world. Therefore together we should feel the gravity of the situation and overcome the related difficulties to reach our goal of Zero new Infection, Zero Stigma & Discrimination and Zero HIV Death  by joint cooperation with all line departments. Again to create mass awareness and to spread message up to grass root level ,  importance  must be given on the mainstreaming approach.

·         Strategies: 

1.     To ensure that HIV/AIDS messages are part of all IEC programmes of all line departments in the district.

2.     To organize the DAPCC meeting in every quarter to review the activities involving other line departments for mainstreaming the AIDS control programme.

3.     To ensure that the objectives and goal of NACP is known to and understood by all line departments.

4.     Planning and preparation of organizing sensitization training on HIV/AIDS for all line departments.

5.     To converge the NACP activities in other community level activities by the co-ordination of all line departments.

6.     To focus on grass root level intervention of HIV programme through mainstreaming.

7.     To generate the funds for IEC activities.

·         The Role of DAPCU:

So far the as the mainstreaming approach is concerned for the prevention of HIV/AIDS in the district, the DAPCU must have the role of co-coordination, facilitation, monitor and supportive supervision for successful implementation of the above strategies. For capacity building, DAPCU should organize training and workshop for the workers those are working in different facilities of the intervention in the district level. DAPCU should give the importance on mainstreaming during the preparation of annual action plan and to take the suggestion/views of different line departments for prevention of HIV/AIDS in the district.

1.       Moreover, DAPCU should identify the gaps and shortfalls of the need based programme and to analyze these gaps and discuss those in each DAPCC meeting.

2.       DAPCU should liaison with other donor agencies and civil society organizations to strengthen the AIDS programme with a vision based mainstreaming approach.

3.       DAPCU should take the support of other private agencies/industrial sectors for additional benefit to the PLHIV and AIDS awareness campaign in the District.

4.       To facilitate the social benefit schemes for PLHIV, DAPCU should coordinate with all line departments and streamline the process of sanction of the schemes for PLHIV.
