DAPCU Koraput response: DAPCU and Stigma & Discrimination.

                                     In today’s life, society has change in a very rapid way. It is acceptable and applicable for all components of issues /sites of life. So if we see the scenario of HIV/AIDs, whatever we feel and observe in past 2/3 years, there was really the stigma and Discrimination stay in the heart of a common people due to two basic reason i.e-1-Its route of transmission through Sex (general view of a common man & the term “Sex” is not yet accepected normally  by the conservative and orthodox society of India) and secondly the diseases is not curable.& death is sure.

  So, AIDS-related stigma and discrimination is a common  problem through worldwide and every where the  People living with HIV/AIDS (PLHA) in India faces stigma and discrimination in a variety of contexts, including the household, community, workplace, and health care setting. However, several attempts are taken to reduce the stigma and discrimination from the minds of the people and to change their negative attitudes toward PLHIVs/CLHIVs through BCC, there are so many trainings /meetings are conducted by state level /District level (Through DAPCU/NGOs/CBOs & TIs), but still there is remain the stigma in the minds of the people. Whenever they are not taking it as normally as other diseases, it never avoided. So  it is highly needed to change the  component “ATTITUDE” ,”Mental Set-up”,” Behaviour “of all persons of society which is very difficult to change, but it needs  to  change one day.

Like other DAPCUs of India, DAPCU Koraput has conducted a lots of special campaigns /meetings/training with the involvement of other line departments (Advocates/Police/ college Students & teachers / SHG groups etc  for addressing stigma & discrimination .

Roles and Responsibility of DAPCU with respect to Stigma and discrimination relating to HIV:

              DAPCU plays a very important and significant role in reducing Stigma and Discrimination relating to HIV-AIDS in the District in the way of:

Co-ordinate with the NGOs/CBOs/TIs who are working for HIV/AIDS in the district to provide better facility to the PLHIVs/CLHIVS/+ve mothers..
Have good contact with the staffs of all SDPS and strong monitoring and supervision  should be in the district through  field visits at the HIV/AIDS facilities. 
Sensitization Programme of all medical and Para medical staffs must be needed.
For this DAPCU Koraput has successfully cover the 20 nos.of CHCs of 4 nos.of District (Malkangiri/Nabarangpur/Rayagada/Koraput) to sensitise the role of ICTC, themes on HIV/AIDS and its impact on the society.
Conducted sensitisation programme among students & youth by RRC in the district and among prisoners in the District head quarter Jail  and to the BSFs ,in their camps .to sensitise them regarding HIV/AIDS 
Sensitise and provide the door services of STI/RTI/normal health check up &HIV counselling and testing to the people of non reachable villages of district through IEC and MHU vans for covering migrated villages and peoples of hard to reach villages which is organise by DAPCUs.
Include the PLHIVs in different Social beneficiary plans and MGNREGS for considering them normal people for work and get their wages as like a normal people.
In Koraput, we involve the active participation of all PLHIVs in our all programmes; we empower them to share their all problems with us. Now, we engage all the PPTCT ORWs (Who are also PLHIVs) to counselled them regarding getting different Social Beneficiary plans and help to collect their documents to avail the plans. And it is successfully carried out .It helps to reduces the Above said issues and LFU/MIS cases in the district.
And for good co-ordination with Dist Collector & DM /PD.DRDA.and other Dist authorities, it is helpful to solve the issues relating PLHIVs.They provide their heartily co-operation directly and in directly to PLHIVs for availing all plans in the districts. These things are happened due to DAPCUs in all districts.
Now after taking different initiatives, these issues are reducing from the minds of the Koraput district.To-day, It rarely happens.

Koraput Response to coordination among DAPCUs

YES ! Its very important to establish and develop the co-ordination and co-operation among DAPCUS in the state.

There are 7 nos.of DAPCUs in Orissa who are highly responsible for overall activities related to HIV/AIDS in the district. There is a strong inter-coordination among these DAPCU’s. The major coordination areas are as follows like:-

A. Data sharing.
Relating to data sharing, if there is a good co-ordination among DAPCUs then we can  easily share our achievements and work  strategies with other DAPCUs which make others to do better and follow the right direction to achieve our  goal i.e Prevention and control the HIV epidemic in the District.Datas like, 

  • Target Vs Achievement of all SDPS in the District.:-Sharing the district achievements to other DAPCUs.
  • LFU/MIS case. :- If the PLHIVs are  from other district, it will help to trace the case by the help of other district staffs  and reentering them on ART .
  • Social Benefit schemes & providing TA to PLHIVs:-In case of providing SBPs to PLHIVs, it is very essential to take the help of others ,b’ coz the district work plans  are different from  one to another. if one district workout one kind of SBP ,then it will be a example to other district’s  authority to follow the same for approving the scheme for PLHIVs
  • Sharing District Action Plans:-If there is a good co-ordination ,it will  help to make success of design and work out own district plans.
  • This co-ordination helps to solve the stock out condition in the districts.
  • It helps to create innovative Intervention ideas to develop the district mission.
  • It helps in case of identifying the HRGs  in the district by the NGO.


B. Sharing the knowledge and experience of successful works.

C. Provide  guidance to the newcomer.And help him/her to make every work/programme under NACP ,successful.

The  role of the SACS in enhancing this co-ordination:-

SACS has a great role in enhancing this coordination. Because some time it is not possible to communicate  messages to all and some times there is  mis-communication. So SACS has to build the co-ordination between DAPCUs to share the detail programme with one another and work as a group to achieve the state goal.

Share a few examples in which you have taken the support of other DAPCUs and how it has helped you. 
1-Incase of preparing District Action Plans.
2-Conducting DAPCC with DCC meeting
3-Conducting different innovative programme with line departments.
4- To involving the PLHIV in different Social Beneficiary plans.
5-In case of stock out of Kits and other consumables

Few examples of the results achieved by inter DAPCU coordination. :-

The above things are carried out after due sharing the knowledge and experience relating the programmes  with each other. 

Finally, Its very important to have a good relation and co-ordination with each other among DAPCUs.

Koraput's Response to Theme- DAPCUs and F-ICTCs

District AIDs Prevention and Control Units (DAPCU) have a major role in identifying and establishing the F-ICTCs in districts. In basing upon   some of the important   data, the F-ICTCs will be established. They are as follows:
  1. Identifying the area basing upon HRG population/ANC load/TB cases/Positivity/In & out migrated population.
  2. After identifying the area, co-ordinate with CDMO/ADMO (PH) in district level and apprise them for establishing the F-ICTC. And also to the SACS level for providing of further training of Staffs (One Staff-Nurse or head quarter ANM for In-charge Counselor and LT from pathology/Malaria/RNTCP).
  3. Consult & Co-ordinate with the concerned M.O I/C to take the list of staffs for training and discuss the strategy of opening and running a new F-ICTC at their end.
  4. Discuss with the M.O. I/c about the procurement the ICTC items for  Laboratory  use from RKS fund (NRHM) and Testing Kits/Registers/Formats /IEC materials  from SACS though DAPCU level.
  5. After procurement of items and training of staffs F-ICTC will be fictionalized.

These above things are carried out by DAPCU. So DAPCU has a major role in establishing the F-ICTC.

After establishing the F-ICTCs in district, DAPCU has to monitor once or twice in case of need to the F-ICTCs and provide hand hold support to the both (Counseller/LT) for maintaining the registers and preparing CMIS reports for month wise. In each stage, they must be followed up by the DAPCU staff.

In Koraput district, 7 F-ICTCs had been proposed to establish. Out of them, 4 F-ICTCs are already functioning and reporting to DAPCU/SACS in the district. One F-ICTC is going to be functionalized from 10th July, 2013 onward (at Bandhugaon) and rest two F-ICTCs (at Kunduli & Narayanpatna) will be functionalized during next month (i. e. August 2013) after completion of training of Counselors/LTs at SACS, all other necessary arrangements have been done. DAPCU, Koraput is also showing interest to establish the F-ICTCs in other near districts like Malkangiri & Nabarangpur.

DAPCU Koraput Response to Role of DAPCUs to Support TI

Strategies utilized in Koraput district for coverage of HRGs registration and improve ICTC service to the HRGs (twice a year)


  • DAPCU, Koraput has been conducting Review meeting of all facility of service providing agencies like CCC, DIC, ICTCs, and RNTCP including TIs. So, in these review-cum-Co-ordination meeting issues related to HRGs like how would they involved in various schemes as well as how the cent percent of the cases reach to ICTC for HIV screening and to fulfill the target of the TIs i.e. screening of HRGs twice in a year are being discussed and try to solve the problem in presence of CDMO & ADMO (PH) & DNO (AIDS), Koraput.
  • While visiting to TIs, DAPCU staffs discussed with PEs of TIs and discuss what are the problems involved while referring of HRGs to ICTCs and we also made a suggesting action to mitigate these problems.
  • DAPCU also involved with TIs during programme at hotspot level and motivating these clients to be tested at the ICTCs.
  • Pre-ART registration and testing for CD4 count of HRGs found HIV +ve measures to improve the STI services to the HRGs and ensure RMC distribution of condoms, needle & syringes to all the HRGs.
  • When a case referred from TIs among HRGs to ICTCs and found HIV +ve them the case referred to ART centre and ensured by the counsellor of ICTC whether the case reached at the ART centre or not. Then, the blood specimen utilized to count the CD4 cell. If the CD4 status is below 350 then ART medication being started for the case with the direct observance of the case.
  • All such types of cases reviewed during the monthly review-cum-co-ordination meeting and all type of assistance has been given to TIs for including these cases in various schemes. Sometime DAPCU staffs also appraising District Collector & DM, Koraput for the same.


How do DAPCUs and TSUs coordinate to support TIs?


  • DAPCU staffs and staffs of TSU visited the TIs (FSWs) in every month and discussed with all the staffs of TIs like Project Manager, Counsellor, ORWs & Peer Educators and try to solve the issues related to them.
  • DAPCU also involved PM or other representative in Co-ordination-cum-Review meeting as well as DAPCC meeting and place their issues before other Service Delivery Units as well as District level line department to provide them different type of assistance and to solve the base level issues.

Does DAPCU support TIs in accessing the district administration? Are there in good practices related to getting Social benefits schemes for PLHIVs?


  • DAPCU always invited the TIs to include them in the monthly Co-ordination-cum-Review meeting on TB-HIV and there the issues related to health, which need to be addressed before CDMO or ADMO (PH) & DNO (AIDS) for the sake of providing various support related to HRGs, are being discussed and necessary step has been taken by CDMO as the head of the District Health Administration. As like same, when required we also drag the attention of District Collector and DM, Koraput relating to some issues what will not be solved by the CDMO, Koraput.
  • Few among the HIV identified cases among HRG cases are involved in livelihood schemes by providing them loan. Some also involved in BPL schemes. DAPCU staffs also consulted with Co-ordinator, Mission Shakti to involve the HRGs (FSWs) in various livelihood supports, so that they will be motivated to involve with such livelihood programme and earn some good price out of it. Very soon we will include them in these schemes. 
  • All the HRGs are involved in Self Help Groups and their accounts has already been opened at the banks and some among them also took loan from the banks to initiate some income generating activities.

Observance of District Level National Youth Day in Koraput District

National Youth Day is being observed in all parts of the country on the birth day of Swami Vivekananda, a holy, devotional attitude beard person who had presented the importance of our Indian culture and tradition in other parts countries. So, to remember such eminent person and aware the youth groups on HIV/AIDS this day is being observed every year.  

Planning &  Organizing the National Youth Day

After receiving mail on dated 8th January 2013 from OSACS, Bhubaneswar, a prior meeting has been organized at the DAPCU Office on dated 8th January 2013 (3:30 PM). In the meeting all the representative of Service Delivery Units, Co-ordinator, IBCC were present and shared their views for smooth implementation of different activities during observance of National Youth Day on 12th January 2013. In the meeting decisions has been taken with the consent of all service Delivery Units to observe the National Youth Day in a good ways. 

Conduction of Debate and Drawing Competition among different youth groups

Drawing and debate competition has been conducted on 11th January 2013. Before initialization of competition, a meeting has been conducted by involving the Jury members and ADMO (PH). In the meeting all the participants were understood the theme of the day and ground rule of the competitions. Then, drawing competitors of the meeting were requested to go DAPCU hall as the drawing competition was scheduled to be held at DAPCU hall.  In the debate and drawing competitions, 11 nos. & 19 nos. were participated respectively. 

Conduction of mass rally by involving the different stake holders

A rally was organized and it was initiated from CDMO Office campus. The rally was flagged off by Mrs. Malati Majhi, President, Zilla Parishad, Koraput. As per the previous planning the rally was proceded to the Koraput town via- traffic chowk, SP office road, market road, Amla Kutir road, Jagannath Mandir Chowk, Children park, NAC road, collectorate office road and ended at the  CDMO office campus. In the rally all the representative of service delivery units present and all the participants of the rally was collected from different stake holders like NSS, NYK, College students, Youth groups etc. The rally was initiated on 8:30 AM and completed on 9:15 AM.

Conduction of Public meeting 

After the rally a general meeting has been organized at the CDMO Conference Hall, Koraput. In the meeting Mrs. Malati Majhi, President, Zilla Parishad had attended as the Chief Guest of the meeting. In the meeting, Dr. P. K. Mohanty, CDMO, Koraput, Dr. Srilata Sahu, ADMO (PH) & DNO (AIDS), Koraput and Dr. Ch. K. R. Mishra, DTO, DHH, Koraput were attended as the resource person of the meeting. The resource persons were advised and addressed the youth mass to gain the knowledge on HIV/AIDS and disseminate the message on prevention and controlling measures of HIV/AIDS. awareness among the general mass.
After general meeting, prize distribution ceremony has been made and the winners competition were awarded by the Chief Guest of the meeting. The meeting was winded up with a valediction address to the dignitaries and all the participants of the meeting. 

Organization of Blood Donation camp at CHC, Laxmipur

In continuous to the regular activity at the District level, a voluntary Blood Donation Camp was also organized at the CHC, Laxmupur with support of CHC, Laxmipur and Blood Bank, DHH, Koraput. In the Blood Donation camp, 110 units blood collected from the CRPF staffs and general people as well as the staffs of local NGOs. BBO, DHH, Koraput, Medical Officer of UGPHC, Laxmipur, ICTC Counsellor were attended the programme and organized it in a good way. All the Blood donors were appraised with Certificate and snacks.
                However, the whole activities during observance of National Youth Day on 12th January 2013 has been organized by DAPCU, O/o CDMO, Koraput smoothly with good co-operation of all the service delivery units like ART, CCC, RNTCP, BCC Coordinator of Unicef & NRHM, Koraput & district health administration and OSACS, Bhubaneswar.

Koraput Updates on PARAB

PARAB- A district level cultural programme is being observed in every year since 2000. PARAB is the word taken from the dictionary of traditional adivasi language of Koraput. Its actual means a celebration. The cultural programme is actually being organized by the local adivasi community since a long . The motto behind conducting  such celebration to gather their community in one place for merry making, enjoyment, a day for initiating a new work, a good time for preparation of new hut, marriage, offering natural god and goddess for their kind blessings upon them etc. and a moment for celebrating various types of holy celebrations. In order to remember the past celebration and in search of artistic ability among rural people as well as gathering the culture and tradition of other district and to promote Self Help Groups through Pallishree Mela district Administration observed such district level cultural programme since 2000.
As Koraput is one of vulnerable district for HIV/AIDS next to Ganjam having HIV +ve more than 1500, the information on prevention as well as control need to be disseminated among the general pulbic, DAPCU installed an exhibition stall as like the previous year. This year more than 10 lakhs people came to observe the celebration. The celebration is being observed in Koraput stadium.

Installation of red ribbon
One big red ribbon has been installed at the front wall of the stall which disseminated the message on HIV/AIDS and attracted most of the people to enter into the stall. Some of the anxious people ask what is the motto behind installing such banner and DAPCU staffs understood the actual objectives of the banner installation as it is the symbol which represents No to HIV/AIDS and Yes to life.

Inside the IEC stall different flex has been displayed showing: Routes of transmission, misconception, symptoms on HIV/AIDS and what are the suggestive measures to be taken for prevention & control of HIV/AIDS and post affected time management. The general youths, school children, college students, other official staffs, unemployed people, labours, workers groups were visited the stall and few among them also discussed to know more about HIV/AIDS. So staffs of DAPCU as well as PEs & ORWs of PPTCT.

Registration of visitors
The visitors who were visited the stalls and discussed with us on various routes of transmission, we made an arrangement for taking their registration as well as message for HIV/AIDS.  Registration of the people done by the PEs of TI-EKTA who were deputed for three days to take registration as well as consent from them.

Some of the visitors showed their interest on proper use of condom and some difficulties while using the condom. In this connection, PEs of TI-EKTA demonstrated them the proper use of condom through male and female condom model. They also cleared the doubts of them on use of condoms and the advantages related to it. 

IEC demonstration inside the stall
Different IEC materials like leaflets, posters and booklets on HIV/AIDS and its prevention and care, support and treatment, information of different services being provided in the facilities, leaflet form of some selected flex banner etc. were arranged on an IEC table. These IEC materials were distributed among the visitors after taking their registration and the activities were conducted by the PEs of the TI-EKTA as well as staffs of DAPCU, Koraput.

Dissemination of message on HIV/AIDS through Pala & Magic Show:
A most important and innovative activity was undertaken by DAPCU, Koraput by disseminating information on HIV/AIDS related to care, support & treatment, prevention and control through Pala & magic show. About more than 800 nos. of people enjoyed each show conducted by these troupes. Every day 4 nos. of Magic Show and one Pala has been performed jest close to the stall by forming an stage. When we took consent from few persons randomly among the crowd, we found that they like such type of innovative activities and through these show the message on HIV/AIDS have been disseminated among the general public who were coming to observe the IEC van

Gathering consent & open discussion with the visitors on HIV/AIDS and its routes of transmission:
In between each Magic show DAPCU staffs took the consent from the interested visitors and tried to disseminate the message on HIV/AIDS like Routes of Transmission, Misconceptions, Stigma & Discrimination, PPTCT services, Services provided in different facilities. With such activity DAPCU evaluate the level of knowledge, Attitude and Practice of the topics of HIV/AIDS. Some of the specific issues on HIV/AIDS were also solved by the DAPCU personnel’s. In this ways, the message on HIV/AIDS disseminated and reached to the general mass through these visitors.

Installation of message/ slogan box for collection of HIV/AIDS messages  from the visitors:
DAPCU planned and installed a message box at the left side of the stall. All the visitors were motivated to put their messages and slogans in the regional language relating to routes of transmission, Care, Support & Treatment, Misconceptions, Stigma & Discrimination. Time to time DAPCU motivated the public at the stage to put their valuable message in the massage/ Slogan Box. One the last day of PARAB’12, i.e. on 18th Nov’12 the best three among message and slogan writer were given prizes by Ms. Rasmita Mohanty, DPM, DAPCU, Koraput.  

Conduction of open quiz programme:
In continuous with the other programme DAPCU also conducted Open quiz competition among the general youths. In the programme the whole mass of public were asked one question and how among them able to speak the answer was awarded with a prize by DPM, DAPCU, Koraput. This type of event continued in every night i.e. from 7:30 Pm to 8:30 PM. Crowd also appreciated the open quiz programme and also acquired enough knowledge on HIV/AIDS and its routes of transmission as well as care, support and treatment.

Display of HIV/AIDS messages by other NGOs and UNICEF
As like previous year PARAB-11 festival, this year also few stalls of NGOs like Lepra-NGO, SOVA-NGO and Unicef had presented few demo as well as information on HIV/AIDS. Such type of activity shows that the HIV/AIDS programme is accepted by the few other line departmental organization and showing the mainstreaming activity.

Koraput World AIDS Day Update

World AIDS Day was first conceived in August 1987 by James W. Bunn and Thomas Netter, two public information officers for the Global Programme on AIDS at the World Health Organization in Geneva, Switzerland. Bunn and Netter took their idea to Dr. Jonathan Mann, Director of the Global Programme on AIDS (now known as UNAIDS). Dr. Mann liked the concept, approved it, and agreed with the recommendation that the first observance of World AIDS Day should be 1 December, 1988.

As a result:

  • The overall WAD concept/overarching theme for the next four years will be “Getting to Zero” (till 2015) with the understanding that different groups and regions will focus on a zero which is most relevant to them.
  • The World AIDS Campaign adoption of “Zero AIDS-Related Deaths” as its World AIDS Day focus for 2011 under the overarching theme of “Getting to Zero”.



Planning For the Observance of WAD-12 / Pre-Processing meeting with representatives Of Service Delivery Units: A meeting was conducted on dated 22nd Nov’12 regarding observance of World AIDS Day 2012. In the meeting the consents were taken from the representatives of Service Delivery Units. As per the discussion the following decisions and work distribution has been made:


A multistake holder rally will be initiated from DHH, Koraput & ended at Culture Office campus – Responsibilities DAPCU staffs other representatives of SDPs.

Public Meeting was planned to conduct at the District Culture Office campus- Responsibilities DAPCU staffs and representatives of SDPs.

Hoarding are decided to display at the 5 nos. of venues – i.e. Bus Stand campus, NAC front office, DHH campus, CDMO Office front wall.

Two numbers of multi stake holder Rally banner – planning of banner would be made at the DAPCU, Koraput.

  • Cap for the participants will be arranged by SOVA, Koraput.
  • Hoarding Banner cost will be borne by Lepra India, Jeypore.  
  • Blood Donation camp will be organized by DAPCU in association with ORCBB, DHH, Koraput.
  • All the Colleges of Koraput Town will be intimated to send their students for participating in the Quiz, Debate & Essay Competitions to be organized on 29th Nov’12 at the DAPCU Conference Hall. To manage the whole competition jury members were selected i.e. Mr. Santosh Kumar Behera, BCC Coordinator, Mr. Narayan Das, DIS, DAPCU, Mr. Sankarsan Nayak, Vice Principal, Kendriya Vidyalaya, Koraput. 
All the Colleges of Koraput Town will be intimated to send their students for participating in the Quiz, Debate & Essay Competitions to be organized on 29th Nov’12 at the DAPCU Conference Hall. To manage the whole competition jury members were selected i.e. Mr. Santosh Kumar Behera, BCC Coordinator, Mr. Narayan Das, DIS, DAPCU, Mr. Sankarsan Nayak, Vice Principal, Kendriya Vidyalaya, Koraput.

Activities conducted for the observance of world aids day’12: As per the decision taken in the previous meeting with all the representatives of Service Delivery Units all the letter has been communicated to all the District level officials related to the line departments, all Medical officers and Doctors of Hospitals to attend the public meeting. Circle Jail Superintendent was contacted to take permission for conducting jail sensitization programme with jail inmates and jail staffs. All Principal of the Koraput town were contacted and communicated to send their student to participate in the competitions to be conducted at the DAPCU conference hall. Hindustan Flex was ordered to print the banner for the World AIDS Day as well as printing of Certificates for the competitions. The duties of all activities were distributed among all the staffs and volunteers of Service Delivery Units. Tent House was contacted to fascinate the District Culture office campus and installation of tents for shading environment. 
Conduction of competition on Quiz, Debate and Essay on the observance of WAD-12: As per the communication students of all town colleges were gathered at the DAPCU conference hall on dated 29th Nov’12. Before conducting the programme a small introductory meeting was conducted by involving all the participants as well as resource persons like: DPM, DAPCU, Koraput and other jury members. Then, the Essay and Debate Competition were made side by side. For the organizing and successively implementing the programme all the representatives of Service Delivery Units were attended at the competition venue. The list of participants has been enlisted and decided to provide participatory certificate to all the participants along with positioned held persons. After completion of the Debate and Essay Competitions, the open quiz competitions were made by involving all the participants coming from College level. Instant prizes were provided to the participants in the open quiz completion by the resource person. The questions of quiz were related to HIV/AIDS prevention and control, care, support and treatment as well as facilities related to it. All the participants were actively involved in the competitions and acquired knowledge on HIV/AIDS. It was informed to all the participants of debate and essay competitions that the result of the competition will be declared at the Public meeting on World AIDS Day and all the participants were requested to attend the public meeting.
Conduction of Workshop on HIV/AIDS in the circle jail: A jail sensitisation workshop has been conducted at the Circle Jail, Koraput on dated 27th Nov'12. The workshop was attended by Mr. Narayan Das, DIS & Mr. C. S. Pattanaik, Programme Assistant, DAPCU, Koraput as the resource person in the presence of Mr. B. Sahu, Circlie Jail Superintendent, Mr. B. B. Behera, Pharmacist, Dr. A. Patra, Medical Officer of Circle Jail and other staffs. In the workshop about 450 jail prisoners were attended as the participants. In the workshop they were sensitised on Routes of Transmission, Stigma and Discrimination relating to HIV./AIDS, prevention, control and care on HIV/AIDS by the resource person. At last a questionary session was conducted among the prisoners and few among them asked several questions related to HIV/AIDS prevention and Control and all the queries has been described by the resource persons. The special programme also covered by Samaj – press representative and this meeting report was also prescribed at the front page of Samaj on next day i.e. 28th Nov’12.
Activities conducted on dated 1st Dec’12:  As per the decision taken in the previous meeting, the agenda was prepared with due consent from Dr. P. K. Mohanty, CDMO, Koraput. All the colleges were re-informed and personally invited by the staffs of DAPCU for student of the colleges. The following are the activities which were undertaken on that day:
Rally and Public meeting:
Rally :
A rally was initiated from District Headquarter Hospital, Koraput on 8:30 AM followed by RRE van. In the rally about 350 nos of college students involved as the participants. The rally was inaugurated and flagged up by Dr. Promod Kumar Mohanty, CDMO, Koraput with the presence of Dr. K. P. Behera, ADMO (PH) & DNO (AIDS), Koraput, Dr. Ch. K. R. Mishra, DTO & ADMO (FW) I/c, DHH, Koraput, Dr. N. K. Pattanaik, SMO, ART Centre, DHH, Koraput and all the Medical Officers of DHH, Koraput with representatives and staffs of all service delivery units. The rally was marched through Pujariput, Jagannath Mandir Chowk, Amala Kutir Road, Koraput Bus stand, SP office road, collectorate office road and destination. In the rally slogans were hosted by the DAPCU staffs and representatives of Service Delivery Units and disseminated message on HIV/AIDS among the general public. Leaflets were also distributed among the public relating to HIV/AIDS and importance on observance of the World AIDS Day.

Hosting on HIV/AIDS at the Public meeting campus:
After the rally, all the participants were involved to know the importance of the day. Staffs of DAPCU and representatives of Service delivery units were disseminated messages and speech on importance of the day observed and a small interaction was also organized with the participants of the meeting on HIV/AIDS. In that session, they were asked various questions on HIV/AIDS and the participants were involved in the process.  
Guest invitation:
Mr. Narayan Das, DIS, DAPCU, Koraput invited all the invited guest to the dias. The public meeting was started on 11:00 AM. In the public meeting Ms. Malati Majhi, Chairman, Zilla Parishad, Koraput was attended the public meeting as Chief Guest. Mr. Bhagaban Bahibipati, Vice President, NAC, Koraput, Dr. P. K.  Mohanty, CDMO, Koraput, Mr. Niranjan Rout, SDPO, Mr. Bhagaban Khara, District Culture Officer, Dr. K. P. Behera, Asst. District Medical Officer (PH) & DNO (AIDS) I/c, Dr. Ch. K. R. Mishra, ADMO (FW) & DTO, Mr. Ashok Kumar Patro, Additional District Social Welfare Officer, Mr. P. Mallick, District Information and Public Relation Officer were attended the public meeting as Guest of Honour. The whole meeting was convened by Dr. Ch. K. R. Mishra, DTO, DHH, Koraput.
Public meeting:
In the speech of Smt. Malati Majhi, Zilla Parishad, Koraput, has expressed that: the adolescent students of Colleges and High Schools are needed to sensitize themselves regarding HIV/AIDS and create themselves a media to disseminate message on HIV/AIDS. While Dr. P. K. Mohanty, CDMO, Koraput expressed that whole scenario of Koraput district on the ground of HIV/AIDS. He described it as a giant for human and the right and correct information will only keep protected the general public from the virus or phase. Mr. Bhagaban Bahinipati, Vice president, NAC, Koraput, Mr. Niranjan Rout, SDPO & Mr. Bhagaban Khara, District Culture Officer had also expressed their speech on the importance of observance of World AIDS Day and activities conducted by the Service Delivery Units on the field of HIV/AIDS. They also requested all the public of the Koraput town to take a right step for zero HIV/AIDS infection in Koraput District.
Prize distribution:
After ending of public meeting the competitor of different competitions i.e. Debate and Essay were awarded with prizes by Mrs. Malati Majhi, Chief Guest and Dr. P. K. Mohanty, CDMO, Koraput. In the debate competition Ms. Rasmita Mohanty,       Mr. Sanjaya Kumar Palo, Ms. Santa Mohanty of Central University were awarded with 1st, 2nd and 3rd prize respectively, like as in essay competition: Ms. Priyanaka Sharma of Central University, Mr. Gouran Mohaptra of Kendriya Vidyalaya, Mr. Suresh Podal of Dr. B. R. Ambedkar College were awarded with 1st, 2nd & 3rd prize respectively from the resource person of the meeting.     

Cultural programme: Dhemsa and Odishi dance:
Cultural programme was conducted at the public meeting stage after completion of Prize distribution ceremony. As the first performer of cultural programme SOVA was conducted Dhemsa troupe dance by hiring the cultural troupe of Dhemsa cultural association. After the dhemsa programme Odishi dance was performed by the Sangeeta Kala Parishad cultural groups and was conducted by NKP+, Koraput.
Organization of Voluntary Blood Donation Camp at Semiliguda College:
With association of Orissa Red Cross Blood Bank, DHH, Koraput on dated 15th December’12, a voluntary Blood Donation Camp was organized at the Conference Hall of Semiliguda College, Semiliguda, Koraput. In the venue 60 units blood collected from student of the Semiliguda College. All the Blood Donors were provided with Certificate and Identity Card with the approval of Blood Bank Officer, DHH, Koaput. In the VBD camp, Ms. Rasmita Mohanty, DPM, DAPCU, Koraput, Mr. Narayan Das, DIS, DAPCU & Mr. Chandra Sekhar Pattanaik, Programme Assistant, DAPCU, Koraput had attended as the resource person.
Ending: The main aim behind conduction of aforesaid whole programme is to sensitize the general public on HIV/AIDS and motivate them for Voluntary Blood Donation. As a whole, DAPCU, Koraput is so much grateful before OSACS, BBSR, District Health Administration, Koraput and all Service Delivery Units as they has provided all sort of technical assistance and financial support to organize such grand month long observance. The process will be continued for the whole year & beginning at the World AIDS Day with an aim to create a new world without HIV/AIDS.

Koraput DAPCU's Response - June 2012 Theme - Social Benefit Schemes for PLHIV and HRG

Social Benefit schemes are the specific schemes being implemented for largely for BPL category people to provide them some support in kind or cash. As some of the PLHIVs are coming under this category they are included in various schemes implemented by Government through district Administration.

Processes
 Antadaya Anna Yojana (AAY)  Scheme

The client will get following benefit out of it subsidised 35 Kilo of Rice & 3 litre of Kerosene Oil

To include PLHIVs in the Antadaya Anna Yojana (AAY) schemes, DAPCU put the problems or issues related to the client at the District AIDS Prevention and Control Committee, as Civil Supplies Officer is one of the member of the DAPCC. This is particularly addressed by the secretary of DIC and facilitated by DPM and other staffs of DAPCU. The staffs of DAPCU appraised CSO as per the issues observed by the clients while they applied for the schemes. In this context, DAPCU makes co-ordination among DIC and CSO to include the client in the scheme. DAPCU staffs also visiting time to time to office of the Civil Supply to meet with the authority to include the client in the scheme.

Process for including the PLHIVs in the scheme

  1. The PLHIV client should give his/her consent that he/she is agree to include in this schemes in his/her written from.
  2. The form should be submitted by the clients at the DIC, Koraput
  3. With due approval of Secretary, DIC the forms is being sent to Civil Supplies Officer (CSO), Koraput.
  4. CSO made investigation and communicated with the state for sanctioning AAY for applying PLHIV categories.
  5. The client will be eligible for the schemes.

 Madhubabu Pension Yojana

The client will get Rs.200/- in each month through postal or will be deposited at the bank account if the client have his/her own bank account.

  • To include PLHIVs in Madhubabu Pension Yojana (MBPY), DAPCU includes this as a for review every monthly meeting. All ICTC Counsellor were asked about the status of PLHIVs clients in their blocks having applied for MBPY but still received benefit . The list and address of such cases are being communicated with District Social Welfare Officer, Koraput.  
  • In case, if some of the newly detected cases filled the MBPY form and send it to SACS through ICTC and DAPCU, but no approval letter been communicated by SACS to DSWO Office or Collectorate then DAPCU communicates with SACS through letter and telephone to include them in the schemes.
  • Due to wrong address, some of the client could not able to get the pension. In this connection, all the counsellor are suggested from time to time to share the list and address of such cases to DAPCU, Koraput for further communication with OSACS or DSWO to make continuity in availing the pension for the sake of client.
  • Some of the specific issue has also been addressed at the DAPCC meeting to solve major problems relating to it.

Process for including the PLHIVs in the scheme

  1. The PLHIV client should give his/her consent that he/she is agree to include in this schemes in his/her written from.
  2. The form should be submitted by the clients at the ICTC (form is available at each ICTC) during post test counselling if any client detected HIV +ve. Counsellor of concerned ICTC will help the client to fill the form properly.
  3. The consent form is being sent to SACS for inclusion of the client in the scheme.
  4. After due approval at SACS level, SACS sent the address of PLHIVs to concerned District Collector with a memo to Chief District Medical Officer.
  5. Collector & DM marked the letter to DSWO for including the client in the scheme.
  6. DSWO made verification at his/her level whether the client present as per the address given or not and the availability of fund for the same.
  7. Then client will be eligible for the schemes.

 MO Kudia Yojana (MKY


The client will get maximum Rs.45,000/- for completion of his/ her own house but it is to be paid by the officer in 3 terms.


The client is needed to give their consent for the Mo Kudia Yojana and include their name and address it is very necessary to appraise Project Director, DRDA. As the sole responsible person for the said scheme. In this context, DAPCU is being contacted with PD, DRDA relating to the issues of private rural class PLHIVs with Secy, DIC.
Project Director, DRDA was also invited in various meetings and workshops as guest of honour and there we put the problem in the way of including PLHIVs in various schemes. 

Process for including the PLHIVs in the scheme:


  1. The PLHIV client should give his/her consent that he/she is agree to include in this schemes  with his/her written from.
  2. The consent form is being sent to Panchayat Officer of concerned Panchayat with the client.
  3. The Panchayat Officer will make investigation to know whether the address & economical status of the client is authenticated or not.


The Officer will grant the MKY to the client in 4 to 6 terms. So that it would be utilised for a good purpose.



What was the role of facilities such as DIC, DLN, LAC, ART, ICTC etc?
  • All the representatives of DIC, ART Centre, ICTC attended the monthly co-ordination-cum-review meeting on HIV/ TB and discussed to include the clients in various schemes of Government.
  • Counsellor of ICTC takes the consent of the PLHIV for MBPY when they detected as HIV +ve.
  • PC and Secretary of DIC collected the consent form of MKY, AAY and MBPY from the PLHIV client and appraise the concerned authorities with DAPCU personnels for including them in these schemes.
  • Counsellor of ART Centre also motivated the clients to include in the schemes.
What are the challenges?
  • Many needy PLHIV clients could not able to apply for the various schemes due to fear of stigma and discrimination.
  • Due to wrong address of some PLHIVs the address of them could not be included for the schemes.
  • Due to ignorance of the client they could not able to visit to the perfect authorities to address their issues.
