DAPCU Angul Response to the theme WAD 2013

World AIDS Day was observed by Zilla Swasthya Samithi, Angul in collaboration with DAPCU, Corporate Sect/ Private sector  like, JSPL, Monnet, Adani,  MCL and TI Partners such as The Medics, SARC & USS and HIV Positive People Networks i.e. ADNP + and NAP +. On the occasion of observance of World AIDS Day-2013  one Public Meeting was organized at Sabhaghar, Angul on 01.12.2013 at 10.30 Am by Zilla Swasthya Samiti Angul in Collaboration with DAPCU, TI Partners, Corporate Sector, PLHIV Network. At the outset of the meeting DPM DAPCU, Angul welcomed the Guests & also spelt out the objectives of Observation of World AIDS  Day. The meeting was presided by the ADMO (PH), Angul & inaugurated by the Sub collector Angul
Debate Competition & Essay Competition  :
For the observation of World AIDS DAY  on dt 28 11 13  among the Red Ribbon Club members of Angul Govt Autonomous college on the topic “ HIV/AIDS and Human Rights”. And one  Essay competition was conducted among the Red Ribbon Club members of  Angul Women’s  college on dt 29.11.13. The successful competitors were awarded prize with certificate by the Sub Collector at  Sabhaghar, Angul. On dt 01.12.13
Sensitization Programme at Angul Jail :
One the eve of World AIDS Day2013 a sensitization programme was organized at Angul Jail on 1st Dec.-20123  under the Chairmanship of ADMO (P.H) In the same sensitization Workshop  DPM (DAPCU), ICTC Supervisor, & Counselor of JSPL )  joined as resource person. DPM (DAPCU) discussed about the basics of HIV/AIDS, ICTC Supervisor discussed on Stigma & discrimination and JSPL counselor discussed on HIV/AIDS & Human Rights)   At the end of the programme . IEC materials was distributed among the prisoners. The sensitization programme was highly appreciated by the Jail authority.
Auto Rickshaw Branding :

30 Nos. of Colorful stickers with HIV/AIDS message was branded in the backside of Auto Rickshaws at DHH, Angul, . The   Sub collector    Angul first inaugurated the same by Branding the same on AUTO Rickshaw at DHH, Angul on 01.12.2013. These Auto Rickshaws also participated in the Mass Awareness Rally.

Silence Road Show :
Silence Road Show was organized in front of Sabhaghar, Angul on 01.12.2013 . 30 Nos. of  Red Ribbon Club  member  of different college with HIV/AIDS Message stand in front of the Sabhaghar and disseminated the message on HIV/AIDS.
Banner with Colour full Gate :    
Colour full gate and Banner with World AIDS Day message has been arranged in Stategic places like Shabhaghar, Traffic Chhak, PTC Chhak, Harimohiri Chhak &  Rail Way Station .
Condom Distribution Stall :
 Three TI partner in collaboration with DAPCU, Angul organized one condom distribution stall at DHH, Angul and distributed condom to General Public.

HIV/AIDS Exhibition Stall was arranged at DHH, Angul from 01.12.13 to 07.12.2013. by three TI partner in collaboration with DAPCU Angul to  disseminate the message of HIV/AIDS

Voluntary Blood Donation Camp :
On the occasion of World AIDS Day-2013 one Voluntary Blood Donation Camp was organized at Pedipathar, Athamallik and 44 Blood units were collected. Before starting of the Blood Donation Camp a HIV/AIDS awareness Rally was organized in the same village.
To boost up the World AIDS Day Campaign, a mass awareness rally was organized by Zilla Swasthya Samiti Angul in Collaboration with DAPCU, TI Partners, Corporate Sector, PLHIV Network. The Rally was inaugurated by the Sub Collector, Angul. More than 700 participants like Red Ribbon Club Members, NSS, NCC volunteers, ASHA, Anganwadi workers, NGO personnel, PLHIVs, FSW, MSM, Migrant labour, Truckers and Auto drivers, College students, Govt. Officials etc. joined in the Rally by using Red Ribbon, Caps, with message on HIV/AIDs.  The rally was lead by Central School students with biting Drums Again three TI partner also lead the rally with HIV/ AIDS related slogan by using Microphone The rally went round the major road of Angul with placard and Banner as well as with slogans on HIV/AIDS. The most attractive features of the Rally were MSM participants with colorful dress with slogans on HIV/AIDS lead the rally which attracts the Public. The press & electronic media personnel taken the photograph of the Rally and the same news was published and telecasted. Finally the rally reached at Sabhaghar at 10.30 Am.

 30 numbers of AUTO Rickshaw rally with HIV /AIDS message branding at the left & Right side of Auto Rickshaw started from DHH Angul  & cover PTC Chak, Turanga & reach at Sabha ghar at 10.30 A.M.
 Motor Cycle Rally 
 100 numbers of Yuba Sakti member joined in the Motor Cyale Rally by using Red Ribbon , Caps, placard with message on HIV/AIDs. The rally went round the major road of Angul with placard as well as with slogans on HIV/AIDS.
Felicitation to JSPL.



 At the end of the meeting Chief Guest ( Sub Collector )  felicitated the representatives of JSPL  Mr Soroj Mohapatra  by offering  bouquet with one special  prizes & certificate           Mass HIV  screening test was started at JSPL on 18th January  &  within 30th November 2013 70000 clients tested their Blood                                                                                                          Again In JSPL  PPP mode ICTC  52 clients were detected as HIV positive & all sorts of support was provided to positive detected clients for ART registration/ CD4 test/  Sputum testing & for getting social securely  scheme  . For the same chief guest also felicitated the counselor / LT of PPP ICTC JSPL & also the CSSR staff Mr Satya Mishra & Mrs  Reeta  Barala by offering  Bouquet
Awareness Programme at Block Level :
For the observation of World AIDS Day-2013 rally and public meetings were organized in all CHC and the ICTC  Counselors of concerned CHC take the lead for the same Programme & joined as a chief speaker in their concerned Block level meeting.
What are few challenges faced by you and how did you overcome it?
The  awareness rally lead by central school students with DRUM BITs was highly appreciated by public
The drama staged by the MSM CBO and the Rally lead by them was highly appreciated by the public.
Due to some problem at MCL   Collector & District Magistrate/ Additional district Magistrate not able to attend the programme
Due to problem at MCL the HIV/ AIDS Nodal officer of MCL was not able to provide blanket to PLHIV on the occasion of observation of World AIDS Day 2013. (Although he commuted in the preparatory meeting of World AIDS Day 2013 held at collector office chamber on 20.11.13 to provide the100 number of Blanket to PLHIV  on the occasion of observation of World  AIDS  Day 2013 )
This year the World AIDs Day-2013 was not only observed by ZSS, Angul but maximum colleges where Red Ribbon Clubs  is functioning were observed the same day. Besides colleges, various organizations like Rotary Club, Pollution Control Board, Hero Motors different NGOs also observed the same day Even all the corporate  & Private sector observe the same Day with high enthusiasm.
The Programme was highly appreciated by the public.

Response from DAPCU Khordha on WAD 2013 celebration.

DAPCU khordha has observed the occasion involving the multi stake holders in the District. Youths, members of RRC, NCC, Scouts etc along with the community members participated in the event. The programme was organized in coordination with the Zilla Swastya Samitee (ZSS) of the district. A preparatory meeting has been conducted under the chairmanship of Chief district Medical officer (CDMO) of Khordha District on dated 23rd Nov.13 where all wing officers of District health Administration and members of ZSS were attended. Apart from them the line departments like District Sports Officer, District Labour Officer, delegate on behalf of Superintendent of Police (SP) District Information and Publication Relation Officer (DIPRO) along with programme officers of RRC of different colleges and institutions were attended. The plan was discussed and responsibilities were shared.
Programmes


As per the decision various programmes were conducted like Essay competitions among Colleges and Nursing schools students and Inter High school painting competitions of Khordha. The topic for the competition was “stigma and discrimination against PLHA is a social taboo”- what is your role to reduce the evil.  The concept of painting competition was “ Let us Live ” DAPCU staff has facilitated the process to complete the events.
On World AIDS Day(1st  Dec-13)
As per the plan a multi stake holders rally has been flag off by the Local MLA sj. R. Sahoo and CDMO Dr. D. Sahoo from the CDMO office. Near about 200 participants attended the rally with pla cards and slogans. All slogans and deliberations of the Guests are based on the stigma and discrimination. However a public meeting was conducted where the Collector and DM of Khordha, CDMO, Project Director DRDA, Addl. District Magistrate Khordha graced the occasion. We have organized quiz competition on the meeting venue. Various questions on HIV/AIDS, Stigma Discrimination, and other related topics were prepared and asked and prizes were given along with the winners of the competitions organized previously by the guest.
On the occasion we had approached one positive person (positive speaker) for the meeting requested to address the public. Who joined in the meeting and started her deliberation saying I am HIV Positive living since five years with your love affection and care you have shown me and my fellow beings (PLHA)….    With this few words the house became stunt and a different environment created. The Chief Guest and other guests also remain silent and became sentimental. They were not even expected some body can disclose her/ his status in the open field. She spoke her journey after being detected positive how she faced discriminations and all hated comments and other issues. She requested not to discriminate any of the PLHA and support them to keep them live to live rest of the live. However the positive speaker had painted different quote on the minds of the participants. After her speech the house offered her standing obsession with clapping. She has been felicitated by the Collector and DM, Khordha.   Followed by the speech a cultural program was conducted by the participants based on the issue of stigma and discrimination.
In one sentence we can say that addressing stigma and discrimination in various components was the unique thing while observing WAD in the year 2013. 

DAPCU Balasore Response for World AIDS Day-13

World AIDS Day-2013

The World AIDS Day, 2013 has been successfully observed in Balasore District by Zilla Swasthya Samiti and District AIDS Prevention & Control Unit in collaboration with different departments. To make the programme successful, a preparatory meeting was held on 25.11.13 under the Chairmanship of Dr. A. K. Ghosh, CDMO, Balasore. 

1. Essay Competition among the College students.
Essay Competition was held on 29.11.13 and 67 nos of participants participated in  the Essay competition. 
2. Art Competition among the College students.
Art Competition was held on 29.11.13 and 32 nos of participants participated in the said competition. 
3. Signature Campaign at District Headquarter Hospital, Balasore.
During the course of the day, very innovative massages / slogans related to HIV/AIDS were written by the public with great interest.                                                                          
4. Public rally 

  A long decorative and colourful rally nearly 400 participants started from District Headquarter Hospital carrying placards-bearing HIV/AIDS massages and shouting slogans through sound system covered the key places of the town.

5. Public Meeting at Rotary Bhawan, Balasore.
A public Meeting was organized at Rotary Bhawan, Balasore with the present of Dr. A. K. Ghosh, CDMO, Mrs. Umilata Das Chair Person, Zilla Parisad,  Mr. Parameswarn B (IAS) Collector, Balasore & other dignitaries from line departments.
6. Prize distribution for Essay / Art Competition in the public meeting.
The winning participants were awarded prizes & certificates by the Chief Guest & Guest of Honour 
7. Quiz Competition in Public Meeting Hall.
Questions regarding on HIV/AIDS were asked to the audience and who gave correct answers ware awarded with different gift items. 
8. Blood Donation Camp at DHH, Balasore.
Voluntary Blood Donation Camp with HIV/AIDS awareness programme was organized on dated 01.12.13. Donors from different colleges and NGOs donated Blood. 
9. Sensitization programme at District jail, Balasore
A sensitization Programme on HIV/AIDS was organized on 01.12.2013 in District     Jail for jail inmates & staff. 

10. Street Play at Hospital, Cinema Chhaka, Railway Station, District jail, Bus Stand, Station Chhaka and Fandi Chhaka of Balasore town
Dramatically a Pala group passed the HIV/AIDS massages to the audience for creating awareness among them.
11. Candle Lightening in front of Railway Station.
 Hundreds of lamps were lightened in the shape of Red Ribbon on World AIDS Day in the memory of those unfortunate many who succumbed to this dreaded virus worldwide. 
12. Video Show in front of Railway Station.
Video show through LCD projector was organized in the evening. In total 4 nos. of shows were conducted                                                                
Few challenges faced 
It was really difficult to organise the programmes as mentioned above within the stipulated budget i.e. Rs-2500/-. Hence during the preparatory meeting we sought the help of line departments and district level NGO/CBO etc. The TI partners also helped us with both finance and men power. Most importantly, Rotary club, Balasore helped a lot by providing their meeting Hall along with some other contingency support. However with the active support of Dist. Administration the WAD.2013 was observed successfully with wide dissemination of messages on prevention, care, support and treatment of HIV/AIDS.

DAPCU Bhadrak Response-World AIDS Day-2013

WORLD AIDS DAY-2013

ACTIVITIES :-A host of campaigns and events like Debate competition, Essay writing competition and quiz competition on HIV related topics was organized by DAPCU on 24th November 2013 among the students and volunteers of various colleges, to raise awareness among the masses. It was remarkable feature that the students and staffs like lecturers and professors showed their spontaneity to participate and ready to do the needful for the vulnerable person which is a green signal for the future activity.
MASS RALLY:-
As per the plan a mass rally was flagged off after receiving first signal from District collector & DM Sj. L.N.mishra, from the hospital campus at 9.15 am in the presence of Hon’ble CDMO, ADMO (PH) and many other dignitaries. With the support of stakeholders, TI partner NUHASS & FELLOWSHIP,
Media and positive networks, NGOs, hospital staffs, Non TI NGOs, ASHA Networks, students and staffs of Bhadrak Autonomous college, Charampa college, Bhadrak women’s  college, Royal school of nursing, FSWs, MSMs, general youths of the locality and many others. It seemed as if the whole Bhadrak District was in Motion. The participants distributed awareness kits, leaflets, brochures and other IEC materials to bystanders on the way to Balgopal Temple Campus in the heart of the district. The participants with their slogans made the city silent and thrilled for some time. There was huge public response to the Mass rally (around 500 Participants).

INAUGURATION CEREMONEY:-
The function at historic Balgopal temple campus was attended by Sj.Jugala Kishore pattnaik,hon,ble MLA Bhadrak,Sj.Laxmi Narayan Mishra,hon”ble collector  & DM, Bhadrak, Dr.Harihara das ,CDMO Bhadrak, Dr.Debasish Dey, Nadal Officer(AIDS) Bhadrak,Himansu Sekhar sahu,Sr. manager,CSR,DPCL, Sj. Manas Kumar Mohanty, Chairperson,Bhadrak Muncipality, Radhakanta Samal, Vice President,BJD, S.M.Farooque,Director Fellowship NGO,DPM DAPCU,,MR.Hemanta Kumar Dash.The observation got off to start with lighting the candle by chief guest Jugala Kishore Pattnaik & Guest of honour Sj. L N.Mishra, With a devotional hymns chanted by a lecturer Charampa college, followed by the patriotic song of Odisha “BANDE UTKAL JANANI”. 
WELCOME ADDRESS:-The warm Welcome address was given by CDMO ,Bhadrak to the honorable dignitaries  on the stage and the participants from all corners. He put a glance on the brief scenario on HIV /AIDS in Bhadrak,Odisha & INDIA and the World. He highlighted the concept, despite of being a low prevalent state how odisha has become more vulnerable to HIV/ AIDS according to the recent studies. After that the other dignitaries gave their views regarding the situation of HIV/AIDS.
Unique Programme:-
The presence of Mr. Himansu Sekhar Sahoo,senior Manager (CSR)DPCL was the buzz of the forum. He highly appreciated the efforts of DPM DAPCU in the field of awareness and prevention and control programme. He also sincerely thanks to all staffs of service delivery points. He deeply showed his benevolence to the CLHIVS. He pointed out HIV /AIDS is one among the most dreaded infections that affects men and women of all age groups, occupations and races across the world. He was puzzled over the figure and number of PLHIVs increasing day by day. It is because of his initiatives 52 no. of CLHIVS were benefited   and received the educational, Nutritional kits supplied by DPCL(School bag-1pc, pencil box-1pc,colour sketch-1 box,colour pencil-1 pkt, scale-1pc,pencil-1pc, eraser-1pc,cuter-1pc,tiffin box-1pc,Art copy-1pc,Blanket-1 pc,Horlicks-1kg, Horlicks biscuit-300g-2 pkts, Moong dal-2 kg, Chana-1 kg,moong-1kg, Chhatua-2 kg, Water bottle-1pc). 
Challenges  
As per the Micro plan /Proposal for involving almost 500 participants i.e., College students, HRGs, Member of NGOs, PLHIVs, Lawyers, Officials, etc., to observe the WAD-2013. To met the expenses the amount expected to be short surpassed the allotment of Rs. 25,000.00 from OSACS. 
Hence involvement of the TI, NGOs & Corporate sector named DPCL joint the same observance with their own contribution and made the entire procedure a grant success.

DAPCU-Ganjam Response -World AIDS 2013

The grand occasion was commenced with cycle rally started from City hospital at 10 A.M. The Cycle rally was inaugurated by Hon’ble MLA Berhampur Dr. Ramesh Chandra Chyapattnaik. In that rally near about 50 volunteer of ARUNA participate.

Information KIOSK: - One IEC & Exhibition stall was installed at City hospital campus where all IEC material releted to HIV/AIDS were displayed and some leaf let and Book were distributed. 

Cultural Program (Dasakathia/Ghuduki):

3 IEC programme was organized through Cultural Folk  troupe .Rabindra Satpathy and his troupe  has performed at DHH campus, Gatebazar chhak, and Railway Station.
Blood Donation Camp:

There were one Blood donation camp was organized by DAPCU in collaboration with Youth Red Cross held at Chhatrapur Govt. Science College in which 35 units of Blood collected.

Public Meeting:

Hon’ble MLA Berhampur Dr. Ramesh Chandra Chyapattnaik, Dr. Lalit Mohan Rath CDMO Incharge, Dr Prasanna Kara Ex CDMO, Dr. Nirakara Bhata DLO,  Debabrata Mohapatra DPM, DAPCU, Sri Lokanath Mishra, Secretary ARUNA, Mr. Gupta UNICEF  and   Representatives of NGOs were presented in the  public meeting. DPM DAPCU facilitated the meeting session. In the meeting staff of ARUNA, ASHA, AWW, Link worker, Student and faculty of ANM Training Centre, Media person attended the public meeting.

Challenges  faced :- As it was related to AIDS control programme, DAPCU took the whole responsibilities to carried out the activities.  An inadequate fund was the great challenge for DAPCU.

DAPCU Khordha Response to the Theme: Care and Support Services for PLHIVs in the Absence of CCCs

Has DAPCU faced any problems after closing CCC in the District?

Yes DAPCU facing problems after closing CCC from the Program. CCC has been intensive care unit for the PLHA.CCC has also been treated as FRU for the PLHA for OI management and drug adherence.

DAPCU has been facing following challenges after closing of CCC:
  • There is no monitoring of Drug adherence and follow up of clients who start ART.
  • No address verification of the clients there is no home visits happening to know and follow up clients after initiation of ART.
  • No address verification challenged to trace out cases if found LFU and MIS cases.
  • New life skill and positive living of the PLHA( after initiation of ART) is not been provided to the clients.
  • Increased rate of LFU and MIS case has been a major challenge for DAPCU to re enrollment of LFU and MIS cases  in case the clients address is not been verified.
  • No follow up of cases through home visits after closing of CCC.
  • Intensive health care is not been provided where as earlier client could reach CCC at any point of time with their problems. Whenever any OI occurs they hesitate to come to the medical as they get harassed, and feel likes stop taking ART in future.
What measures have been taken by DAPCU to replace the services given by CCC?

Tracing of LFU and MIS case- ORW and PCs of TI / LWS are assigned to tracking of LFU and MIS cases they have been assigned areas where they will follow up the cases:

Address Verification – During the positive detection in the ICTC the counselors are instructed to obtain valid address. After detection of positive one to one cases are being followed up for ART registration. The concerned Counselors are instructed to follow up the case with ART counselor to ensure 100% ART registration.

Psychosocial support -  Instructed to all the counselor of ICTC and Counselor of ART Center to counsel about the life style, intake of life long drug to the PLHA including the positive life style CD4 Count and Pre ART registration. Apart from this the clients are referred to DLN for psychosocial support and counseling. The ORWs are present at the ART centre to counsel the client who came for ART registration.

Home Visit- All the counselors are asked to have home visit to the clients who are LFU and MIS. Along with the ORWs of TI, Non TI NGOS and LWS are also asked to have home visits. Various areas has been assigned with the TI, Non TI and LWS to tracking of cases. DAPCU is directly involved in the process to coordination with NGOs, ART center, LWS and SACS.

Management of Co infection cases- The list of co infection cases obtained from ART center in every month and shared with the RNTCP to follow up of cases and track of each is being obtained by ART center and RNTCP.

How did DAPCUs integrate the In Patient & Out Patient services in the existing Govt. Health facilities?

Followings are some of the areas integrated for in and outpatient services in the Govt. Health facilities:
  • The Head of the institution of the Hospital near to ARTC is directly involved in the ART coordination meeting who also facilitated to provide services to the PLHA in the existing health facility.
  • All pathological tests, Blood transfusion are performed free of cost for the PLHA in the Hospital
  • For intensive medical requirement like surgery etc of any PLHA DLN used to coordinate with the department in coordination with ARTC and DAPCU. The SMO ARTC also have greater role to facilitate health services for the PLHA in the government health facility.
  • Sensitization programmes are conducted in the Hospitals in support of non TI NGOs to reduce stigma and discrimination against the PLHA.
  • For institutional delivery of Positive ANC a coordination mechanism has been developed with one of the Non TI NGO. The positive (ANC) is being shared to the NGO and their ORWs are asked to monitor and follow up the ANC by home visit. Their work is also been reviewed in the DAPCU level. The ORWs are facilitates for delivery of positive mother in coordination with ICTC under PPTCT programme.

DAPCU Bhadrak Response to the Theme: Care and Support Services for PLHIVs in the Absence of CCCs

  • Has DAPCU Faced any Problems after Closing CCC in the District?

It is mentioned here that there is no CCC established in the district, rather previously there is a CCC in nearby district Balasore. The PLHIVs of Bhadrak district depends upon the Balasore CCC and same centre takes all sorts of care, support and treatment to the clients. Though the CCC has the provision of Outreach Worker and the workers are very much committed to their work and follow-up the clients at the time of field work. No doubt, the DAPCU, Bhadrak has faced problem due to there is neither CCC nor a DIC for looking after the PLHIV.

  • What measures have been taken by DAPCU to replace the service given by CCC?

The District has no CCC, DIC and ART centre, but there is a LAC+ in the district. The MOI/C of the LAC+ has provided time for the PLHIV for all sorts of Care, Support and treatment.  The CDMO of this district takes all sorts provisions of care to the PLHIV.

  • How did DAPCU integrate the Inpatient and Outpatient services in the existing Govt. health Facility?

Most of the Outpatient are cared by the MOI/C, LAC+ and MOI/C of STD Clinic. In case of any difficulty the concerned doctor refer the clients to the concerned head/specialist of the departments for better treatment. If necessary the client may admitted in the hospital for better care and treatment or any difficulty the clients refer to the higher institution for treatment.

  • What are the good Practices or approaches adopted to Provide Medical care to PLHIV within the district?

    1. At the time of need the Blood bank provided blood to the PLHIV in free of cost and the RKS provide the cost for the blood sample.
    2. Travel expenses  of the PLHIV met from the Red-Cross fund and it was manage by the DAPCU ( till date Rs-30,000/ has already been sanctioned from the red-cross)
    3. The RKS also provided free Ambulance services to the PLHIV at the time of need.
    4. All Pathological tests for the PLHIV are conducted free of cost.
    5. All ANC Positive delivery was conducted in the DHH as well as the CHC level. The labour room in charge provides necessary delivery kits and Nevirapine tablet and syrup to the client which was supplied by NACO/OSACS.
    6. Any types of operations need for PLHIV are conducted in the district.
    7. At the time of treatments all necessary medicines are provided to the PLHIV from available fund.

DAPCU KHORDA Response : DAPCU-Stigma & Discrimination

Role and responsibilities of DAPCU
DAPCU being the decentralized unit needs to address any discrimination against the PLHA and simultaneously to enhance education against stigma and discrimination against PLHA. Basing on the theme-“zero discrimination “ DAPCU has represented one IEC stall at the local festival and also in World AIDS Day observation. DAPCU has responded some of the issues in the district to reduce the discrimination against the PLHA through conversations and facilitation in various aspects. The Role of the DAPCU in this aspect is as follows

· Sensitizing youths in school and collages , organizing events where they can participate in the discussion and can share their views like in competitions , mass Rally in the events like National youth day, world AIDS day etc.
·  Facilitate to reduce stigma and discrimination on health services  
Access to services
DAPCU has been facilitating to avail Pension scheme (MBPY) to the PLHIVs of all 10  Blocks and one  Munsipality and  one NAC. Initially the concerned officials in the block were not supporting for disburse the fund to their accounts stating that they have not received any letter from the District  authority although the District Social Welfare Officer has already communicated to the respective blocks. Based on the problems DAPCU has visited all the Blocks and discussed with the Block Development Officers and concerned section to disburse the pension now we are seeing a good result on it.
In the DAPCC meeting DAPCU has raised issue regarding non providing travel concession for the PLHIVs by the Govt. Bus conductor while going for ART treatment. The DSP has assured that he will communicate the massage to all the Block level Police station to file cases if any PLHA complain against the bus conductor for non giving concessions
Health care setting
·  Various sensitization programmes were organized at the DHH, CHCs in coordination with NGO s and DLN
·  Full site sensitization programmes has been organized in the CHCs  
· Counselors and DIS of DAPCU district has been instructed to attained ASHA sector meetings and mass gatherings for sensitization regarding HIV AIDS , stigma and discrimination.
·  Availing free health services in the hospitals for the PLHIVs ( all tests are free for the PLHIVs) in the medical
·   One PLHA( ANC +Ve) was denying to give TT at one of the CHC of Khordha district. Through the intervention of DAPCU and Concerned ICTC in support of Network the matter has been addressed.
· One Positive pregnant women after diagnose was denied to delivery at DHH Khordha. In response of this DAPCU and Concerned counselor had advocated with ADMO (Ph) and CDMO to conduct delivery at DHH and finally the delivery has been conducted at DHH.

Dist. Adm and its departments.
·  Two sensitization programmes has been organized at the Jail in consequence of discrimination occurred in the sub  jail, Khordha by the inmates and the jail officials.
·  No issues  of  discrimination has been reported from the jail since that.
·  DAPCU has sensitized about HIV AIDS , myths on HIV AIDS and against discrimination to the concerned officials of Khordha Block and BMC Bhubaneswar, Banapur and Jatni has been along with this  advocated to issue various schemes like MBPY and MKY, AAY for PLHIVs.  
·   District Social Welfare Officer (DSWO)  has been agreed to include CLHIVs(having single parents , orphans) in to sponsorship  programme
Community settings
A discrimination case has been reported at DAPCU and DLN by positive couple who were denied for health service (Immunization) at one of the CHC of Khordha District. Her husband was also denied to access any social services like use of Saloon, Shop etc.  The couple were about to segregate from their village. In the mean time DAPCU, Concerned Counselor in support of DLN intervenes in the matter and visited the village with representative of the CHC along with the concerned personnel of OSACS and shorted out the issue.

SENSITISATION  PPROGRAMME
            The sensitization programme was organized in the Haja Vilage by DAPCU , OSACs and Link Worker Scheme Project of Kalinga Network For People Living With HIV(KNP+).In this Sensitization programme The GIPA coordinator,  OSACS,  DPM DAPCU, Khordha,  and President KNP+, Sarapanch of the village, SEO were  also presented in this programme apart from this more than 60 participants  from the community were presented along with ICTC Counsellle Botoloma, Lab Tecnician  Botoloma,  ASHA, AWW,SHG Members, Ward Members, and general  people.
The DPM DAPCU warm welcome to all the Guest persons and  participants  and discussed the importance of the meeting where he apprised the community not to create any discrimination against the PLHIV. Addressing the myths related to transmission he suggested there is no other way except 4 cause of transmission so there should not be any discrimination against the PLHA. He also asked the  Sarapanch and Naib Sarapanch  to address the community about the role and responsible for PLHA as they are also the fellow being of the society and  their own village..

§  What’s impact on the Community?
§  Rights of the PLHIV.
In the meeting the President, KNP+  as pa positive speaker described the life story from identification to discrimination and segregation  by her laws house and from the community. She has been discriminated but sustained till today she has build up positive thinking and positive living with her and now working against the discrimination.
Her presentation has contributed much to the participants to understand the feelings of the person who have been discriminated by the community. After that  she has requested to the villagers to cooperate with the PLHIV and not to discriminate. However the myths and  misconception has been addressed and in some extend the present community has been aware about HIV and AIDS.

                    Some strategies for reduction of stigma :
·        AIDS is a life threatening disease that a person carries the HIV virus throughout his/ her life till death. Now days such disease has created a morbid fear in the mind of common people as such no permanent remedy has developed in medical science. Stigma is a social attitude / thought emerges from own culture and belief. In view of the above DAPCU has taken some strategies to reduce the stigma in different situation. Stigma stands in the following situations/ levels :
a.      Community level.
b.     Family based.
c.      Health care situation.
d.     Religion & Culture.
e.      Media.
f.       Educational Institution.
g.      Work place (Corporate / industrial sector, where group of people work together).
h.     Administration (where some duty bearers have ill attitude towards the HIV infected people in discharging their services).
   DAPCU has made the following strategies to reduce the stigma in different level as follows:
 Community level campaign:
a.      Campaign for AIDS for NO AIDS.
b.     IEC/ Advocacy.
c.      Sensitization workshop on HIV/AIDS.
d.     Fixing hoardings on HIV/ TB/STD.
e.      ARSH training to adolescent girls.
 Besides that DAPCU has made the following action plan to reduce the stigma in different levels…..
1.     Need assessment.
2.     Vulnerable Mapping.
3.     Strengthening service delivery structures.
4.     Targeted intervention strategies.
5.     Condom promotion.
6.     Developing health seeking behaviour.
7.     Family strengthening programme.
8.     Farming Red Ribbon club.
   Other strategies/ services are being planned to reduce stigma, especially health, education and administration level.
                          
o   Priority on hospice care.
o   Priority on palliative care.
o   Day care, home care, hospital care and hospice care.
o   Counselling through ICTC and other service delivery points like DOTS Centre, EID Centre, Link ART/ ART Centre, STD clinic, Doctors clinic to the patients and his/ her family members.
o   Sensitization training to all the health care providers in the hospital.
o   School AIDS education programme.
o   Awareness through Red Ribbon Club.
o   Blood safety programme.
o   Health camp and STI screening programme.
o   Observing World AIDS Day by the responsibility / involvement of District administration.
o   Convergence with different line Depts. and make aware the duty bewares.
o   In the DAPCC review meeting, any topics/ issues related to HIV/AIDS are discussed to the members of the committee.
o   Work place intervention like awareness/ workshop in different factories / industries/ corporate sectors.
o   Advocacy to different stakeholders/ civil society partners/ Govt. officials through mainstreaming.
o   Media sensitization programme for writing on stigmatizing and no discriminating words.
o   Focussing on moralizing writings.
o   Motivating people for not engaging in high risk behaviour.
o   Providing administration and service providers with correct information on HIV/AIDS.
o   Campaign for togetherness in melas/ religious place/ cultural festivals.
o   Folk campaign/ Radio jingle playing.
o   Walling/ painting leaflets and its promotion in community level.
o   Involving the HIV affected people in the social benefit scheme as they think their rights rather discouragement. All the above strategies are the ongoing process of DAPCU to reduce the stigma and discrimination in different levels.

EXPERIENCE –I.
  Two school going orphan CLHIV were victimised with stigma during their school. DAPCU and TI partner and District Administration made the awareness programme in the concerned school, on HIV/AIDS, after that the school and the students accepted the children as normal.
  This was happened in Barabhagia sasan under Bhadrak Block.
EXPERIENCE – II.
  One family and the patient were discriminated by the villagers due to stigma in the Guamal village under Tihidi Block. After the massive awareness programme in that particular village, on HIV/ AIDS with the help of PRI members, the villagers accepted that family and treated them as normal.
                                     
Stigma always facilitates discrimination. Due to stigma, people suffer from discrimination. Once stigma is reduced, the discrimination cannot be happen. Everyone behaves to HIV/AIDS affected people differently and does not accept them as normal only due to stigma. Stigma is harmful but Discrimination is more painful. Stigma is the cause but Discrimination is its effect.
