DAPCU Imphal West Response to the Theme: World AIDS Day-2013

How did you observe this day at the district level? What was unique about your programme?

District AIDS Prevention & Control Committee, (DAPCC), Imphal West district observed the World AIDS Day, 2013 under theme “Getting to Zero” at the Medical Directorate Hall, RD Wing, Lamphel on 1st December, 2013. The function was grace by Shri K. Radhakumar Singh, IAS, Deputy Commissioner, Imphal West District, Smt. Dr. S. Bimolakumari Devi, Chief Medical Officer, Imphal West, Shri A. Arjun Singh, Gen. Secy., SASO (TI NGO) and Randhoni Lairikyengbam, Senior Programme Manager, SAATHI as Chief Quest, President and Guests of Honour respectively.

The function mainly focuses on the youth i.e. nursing students of Manipur Nursing Council. Around 150 nursing students were participated in the function. The function was started by a rally including all the invitees by displaying the various play cards conveying the massages regarding HIV/AIDS. After the conclusion of rally, Dr. S. Gopal Singh, District AIDS Control Officer, Imphal welcome all the participants and gives the key note address to start the function. He also highlighted the current district scenario regarding HIV/AIDS and epidemiological data. During the function, the Guests of honour delivered some useful massages and information to the young nursing students. They clearly highlight the importance and necessity of capacitating the youths about HIV/AIDS. The function concluded by vote thanks from District ICTC Supervisor, Imphal West.

The unique thing about the function in our district is the sensitization of the youths especially females. The function conducted with around 200 participants out of whom 150 participants are all females’ i.e. nursing students. The reason being focusing on nursing students is the when they passed out, they are going to work in each and every corner of the State in health related activities. When they are well aware and well sensitized about the diseases, they are going to help in achieving the theme “Getting to Zero” directly or indirectly. At the end, the students were very well sensitized regarding the scenario of HIV/AIDS in the Country, in the State and in the District.

What are few challenges faced by you and how did you overcome it? 

The main challenge faced while organizing the function is that of man power. The function was solely organized by the DAPCU staff only (i.e. 6 persons). And the time for organizing the function was also limited. Some of the staffs worked for about 8 to 9 hours continuously for three days for organizing the function.


At the end after all the hard work, the function was organized with a success.

Imphal West Response to coordination among DAPCUs

COORDINATION WITH DAPCUs

There is co-ordination among the DAPCU Staff of Imphal West District of Manipur State because it is Team-Work as well as Group Work activities so we share information,  knowledge and helping each others .We are also sharing information among 9 different DAPCUS of other District of Manipur State.We are learning many things from other DAPCUs too. Without Team Work Spirit, DAPCUs cannot progress.

Example : If we Imphal West DAPCU could not do the responsible or duty of DAPCU, we are taking help from DAPCU Staffs of Imphal East as well as Churachandpur District. 


COORDINATION WITH SACS
DAPCU Imphal West have co-ordination with SACS (MACS) too by sharing our reports to SACS regarding District Dashboard, District Monthly Report, Spatial Mapping of our District every month to MACS  as well as to NERO-NACO and NACO.

MACS  with the support of NACO and NERO-NACO also provide different trainings to the staffs of DAPCU for development.


 Example : 

  • SACS give training of SIMS and District Action Plan to DAPCU Staffs.
  • With the support of SACS, DAPCU Imphal West is organising 2 Voluntary Blood Donation Camps, celebrating  INTERNATIONAL DRUGS DAY,
    observing WORLD AIDS DAY, opening RED RIBBON CLUB to different Colleges within our District, opening 2 Stalls for  HIV-AIDS(1 for Awareness and 1 for counselling by ICTC) at Health Mela organised by NRHM. 
  • Every month  conducting co-ordination meeting of HIVAIDS and TB with DAPCU staff with  Chief Medical Officer(I/W), ICTC Counsellors and Staffs of District TB Centre.
  • Every month we are collecting CMIS reports and feedback  of 18 TI-NGOs,  14 ICTCs, 1 ART Centre, 2 STI Clinics, 2 DICs,  1 PPTCT, and 1 DTC within our District and send report to MACS as well as to NERO-NACO(Guwahati) and NACO(New Delhi).

DAPCU, Imphal West Response for Supervision

1. Supervision
 Supervision is a constant motivation or handling to enhance the performance of reporting units such as TI-NGOs, CCC, ART Centre, ICTCs, Blood Bank, STI Clinics etc.

2. Plans and Implement of our visits for Supportive Supervision following points are need
  • Identify the gaps
  • Prepare a Checklist
  • Inform the concern reporting units
  • Try to solve the problems
  • Getting Feedback
  • Check the Work Plan.
  • Two ways of Communication

3.  Some of the things before undertaking Supervision, DAPCUs keep in mind are given below:-

  • Receive reports from all the HIV/AIDS facilities in Imphal West District.
  • Follow up instructions of SACS/NACO for strengthening District Level Programmes.
  • Provide technical support to district level organisations/departments to integrate HIV in their functions.
  • Conduct District level IEC campaign.
  • Report about non-availability of supplies (HIV test kits, reagents, lab consumables, condoms, drugs, IEC materials etc) through field visits and review of reports.
  • Ensure regular monthly review meetings for TB- HIV and for HIV-STI linkages.
  • Based on the field visits identify gaps/needs in the capacities of the various facility personnel and communication to SACS.
  • Through field visits and reports from the service delivery, identify the gaps and needs.

4. List a Few Dos and Do Not s.

It is Team Work so everybody should share knowledge and 2 ways of Communication.

Donts :
Every report should not send without signed by DACO.

DAPCU Imphal West Response to the Theme of Women & HIV

Q. What are the ways your district ensures that women have access to HIV services?

1) By bringing up the issue of Women infected or affected by HIV at National and State Level Workshop or Seminar or Meeting etc.

2) By propagating for inclusion Women specific Program components at MACS (Manipur State AIDS Control Units) and NACO level.

3) By providing Home based care and Support to Women affected/infected by HIV/AIDS from organisation on contribution.

4) Since 1999, MLSS (TI- NGO, FSW) have given awareness to FSW and Children like knowledge and awareness skill to them including Women Leader through Free Toll Service (Telephone Help Line), to our District and other two districts of Manipur State. Through Free Toll Service, female inquiry (clients) increases day by day. Many IDU and FSW concerned the MLSS for Counselling and Testing, Condom Demonstration, HIV Transmission, and providing Self-Help Group.

Q. Have you made any special efforts to address their needs and vulnerability?

1) Self Help group including Poultry, Farming, Tailoring, Weaving etc. to arise Income as source of Income.

2) Inspire of absence of Program for spouses of IDUs in the existing TI program under SACS (Manipur State AIDS Control Society) , most of the NGOs implementing TI projects in the districts are giving care support from Organisation on contribution to ensure excess to HIV services which includes referral to ICTCs, PPTCT, CD4 counting, RNTCP and ART Centres etc.

3) Counselling to develop hand shaking behaviour, build linkages with existing Government Scheme under Social Welfare, and Family Welfare etc. So also referral to NGO  implementing care and support for spouses and children infected or affected by HIV which are not partner of MACS (Manipur State AIDS Control Society) to avail services like Educational support, Medicinal support for OI, Vocational Program.

DAPCU Churachandpur Response to Role of DAPCUs to Support TI

TI NGOs are the back bone and essential establishment to detect HIV/AIDS and the main provider of support to HRGs & PLHIV on the field in the reality. As such, TI NGOs required technical support for any activities they perform relating to HIV/AIDS Programme. Most of the time, due to limited resources and part-time doctors; numbers of clients visit are too less especially for STD/STI cases. Therefore, following are some suggestions proposed for supporting TI NGOs:

1.  Doctors of TI NGOs should be instructed by Chief Medical Officer to visit timely to particular TI NGOs as per their duty roster.
2. TI-NGOs may be supported with providing medicines from NRHM side. State & National level authorities may be requested to issue the Circular for the same.
3. Joint visit may be performed with Mobile ICTC Van for far-flung areas which are difficult to reach.

If these suggestions could be implemented and accomplished in every district, performance of TI NGOs will become better. Moreover, we hope that actual clients will be get benefitted from the Programme implemented at National Level.

Churachanpur World AIDS Day

Media Interaction Campaign regarding HIV/AIDS and Highlighting DAPCU Activities in the District as Pre WAD, 2012 Activities : Campaign was held on 27th Nov, 2012 with Printed and electronic media of Churachandpur District. All Partner TI NGOs also highlighted their HIV/AIDS activities in this Campaign.


As Pre WAD, 2012 activities DAPCU CCPur conduct HIV/AIDS Awareness and Interaction with Police Officers and follower at District Trainning Centre, DCs Office on 28th Nov, 2012 and the same program was held with 1st IRB Personnel at their Headquarter on 29th Nov, 2012.

World AIDS Day, 2012 : World AIDS Day, 2012 was observed at Synod Hall, IB Road from 11:00am-01 : 00pm. All Partner NGOs start their Rally from their respective Set-up with Banner, Playcard and Slogan towards the meeting venue. This year WAD, 12 attended mostly by the Key Population and PLHIV Community. PLHIV Community comes out openly and speak out openly.

About Mainstreaming

Dear DAPCUs

It is very heartening to hear that the theme for this month is " Mainstreaming and I on my part thought that any assistance would be of help to all the DAPCUs who are working hard on the field.

I take this opportunity to send you some slides on mainstreaming.Please go through it and make use of it.But please bear in mind "Mainstreaming/convergence" are words that expects all that is ideal from us and in reality this is the most challenging and toughest task.We cannot expect mainstreaming/convergence to happen overnight .It demands our best efforts, ultimate commitment, perseverance,  never give up spirit, patience and consistent actions.

The rewards however will be great. The achievement of our theme: Getting to Zero ; Zero new infections, zero stigma and discrimination, zero AIDs related death, and finally towards a society free of HIV/AIDS.

These slides are mainly meant for a small state like Manipur. Bigger states have more government departments like Railways etc.I will send you more detail slides later on as I'm a little bit busy these days. All the very best in your endeavors.

World AIDS Day Observation: DAPCU Chandel

DAPCU Chandel’s ideas for
WOLRD AIDS DAY 2012

WAD Observation is one of the ways to show the PLHIVs that we are always around to care and give support. In fact, by observing WAD every year is the best way to make them feel that they are not kept aside by the World, that there are people and hands to comfort them.
Thus, keeping in mind the expectations of the PLHIVs from us, we the DAPCU Chandel are planning to observe this year’s WAD by:-
1.     With the consultation of the executives of the Positive People, Partner NGOs, Local leaders, MSF, RRC Members and of course the DC and CMO, make a final program to observe the event in the most meaningful and successful way.
2.    Mobilize the public in well advance so that they would help us in all possible ways.
3.    Carry out a mass rally in the main town area, i.e. Bazaar area with all the supporters with banners and placards.
4.    Candle light service for the departed PLHIVs.
5.    Sharing from the volunteer PLHIVs.
6.    Valuable exhortation speeches from the dignitaries.
7.    Painting and slogan writing competition for the school students.
8.    Quiz competition for students and general public as well.
9.    Presentations for the prize winners and all the PLHIVs.
10. Winding the program with entertainment of songs and dances along with heavy and well satisfactory refreshment.

World blood donation day 2012 : Bishnupur DAPCU

      "Every Blood donor is a hero"

The theme of the 2012 World Blood Donor Day campaign, “Every blood donor is a hero” focuses on the idea that every one of us can become a hero by giving blood.
While recognizing the silent and unsung heroes who save lives every day through their blood donations, the theme also strongly encourages more people all over the world to donate blood voluntarily and regularly.

DAPCU Bishnupur is organized the voluntary blood donation camp in different places in the District with Different NGOs' . Red Ribbon club, Local club.
Most of the participants are youth and College students. During the function, organizer and participant are interacted about voluntary Blood donation and Discussed about the theme of the   the 2012 World Blood Donor Day campaign, “Every blood donor is a hero”. We try to find who is Hero in the District of the year.

Stigma and Discrimination : A Case Study

CASE STUDY ON
STIGMA AND DISCRIMINATION OF A POSITIVE CLIENT
IN SENAPATI DISTRICT, MANIPUR

It was in the month of October, 2012 DAPCU Senapati organized 4-days Surgical Health Camp in collaboration with CA California USA and Oking Hospital, Kohima in a health centre from 17th to 20th  October, 2012 and conducted operations for 33 major cases and 13 minor cases. Out of which one of the major case was detected and found to be HIV positive. The counselor of the centre did the necessary pre and post-test counseling for the positive female client. After the counseling the client was prepared for the surgical procedure i.e. (laproscopic cholecystectomy).

 The DACO had consulted the surgeon from USA and Oking Hospital, Kohima for the operation of the said client. However, some of the Doctors and health staffs resisted and were not willing to participate in the operation.

As such the DACO  discussed with the surgeons and his team about the case in detail. Issues relating to stigma and discrimination of the positive client, legal rights, obligations of the medical team were minutely discussed.  DACO was finally able to convince the team to conduct the  operation of the said client. Sadly,  when the operation was over some of the staff of the health centre showed their unhappiness and ignorance and burned down all the linens which was used by the client.

Thanks to the advocacy of the  DACO the matter was settled amicably with the staff who were not willing in dealing with such a positive case.

Chandel DAPCU: Blood Donation

NATIONAL VOLUNTARY BLOOD DONATION DAY
DAPCU CHANDEL 2012

Significance of Voluntary Blood Donation and role of DAPCU to promote it.
This world we live in is full of uncertainties. None can say life on this earth will be without any unwanted incidents or pains. There is none who would not need the help from a fellow being during a lifetime.. Therefore we should step forward to help the needy when we get the chance so as to get a help when we are desperately in need.What help would be greater than saving the life of someone when he/she is dying. There are many people wailing and begging for this most valuable help to save the life of their dear and loved ones.
Hence, one of the life saving helps is the Voluntary Blood Donation, DAPCUs can definitely promote it by organising and conducting awareness campaign to mobilize and convince people to come forward for Blood Donation to save the people dying, known or unknown, which is, the concern of God also.

Observation by DAPCU Chandel at the District Level and the uniqueness about the Program.
The National Voluntary Blood Donation Day, by DAPCU in Chandel was observed by organising a campaign in the District Hospital in Collaboration with the NRHM under CMO, involving the ASHAs, members of RRC of the Colleges, school students and the local leaders.

Challenges faced, Overcomes and Expectations for the future.
At first, the participants were not much aware of the importance and benefits of blood donation. They had a wrong conception that by donating blood, the donor would suffer, lose weight, become weak, cause unconsciousness, .... etc.
But their misconceptions were shoo...d off by clearly explaining the importance, benefits, who and when can a person donate, what are the precautions to be taken and how is blood replenished,.... etc. by the CMO and other doctors present during the program and insisted the participants to go for Voluntary Blood Donation.
After hearing the valuable and inspiring deliveries made by the resource persons in the event, hopefully there will be a good number of donors coming out for Voluntary Blood Donation in the years to come which will compel NACO to set up a Blood Bank in Chandel District as well.

DAPCU Imphal East: Voluntary Blood Donation

Significance of Voluntary Blood Donation:
Blood since time immemorial was regarded as a mysterious fluid which is the embodiment of  life.  Science tells us now that the human body contain 4 to 6 litres of blood in adult depending upon the size. Almost all serious health issues use blood donated by people like you and me to save lives. Blood that is donated last a little more than 40 days. Then it must be disposed of. That means we need to constantly replenish the blood so it is there when someone needs it.
Holidays are usually when blood is in short supply. Maybe next holiday season that could be your gift to a needy person. Your blood could save a baby, a child, a mother, a father, a grandfather, a grandmother. They cannot make blood, it is a gift we all have inside of us to give to those who are injured, sick, or in need.
Those are the best reasons to donate blood. Not everyone can save a life. But we have an opportunity to.
DAPCU Imphal East in Blood Donation:
DAPCU Imphal East organized blood donation camp and awareness camp in collaboration with the RRC Modern College and awareness camp at Yaiskul block chaired by MLA Yaiskul A/C in participation of youth Congress Committee.
DAPCU Imphal East plan to  promote blood donation by organizing awareness camp on importance of blood donation and providing comprehensive knowledge of blood and its natural properties, community mobilization through mid media campaign, linked with academicians, youth organizations and different service sectors.
Challenges faced:
Lack of cooperation and knowledge from the community, poverty, less turn out of voluntary  blood donors, poor awareness campaign, government apathy etc.
