DAPCU Imphal East (Manipur) Response to the Theme : Strategies for reducing ART-LFU at district

DAPCU Imphal East is playing a vital role in tracking LFU clients in coordination with ART Centre, District Level Network (DLN), Care and Support Centre (CSC) and related NGOs in the district.
The following strategies have been executed by DAPCU Imphal East in reducing LFU:-
  1. Monthly review meetings are conducted with NACP facilities with a special agenda to discuss and resolve the issue of LFU.
  2. Two staff from CSC have been deployed to ICTC, JNMS (main ICTC where a number of HIV positive cases have been detected) to link clients with the ART Centre.
  3. DAPCU maintains the report of LFU cases in coordination with ART centre, CSC and DLN. Coordinated efforts are being made to track all lost clients.
  4. Service providers are advised to counsel care givers to ensure adherence to treatment by the clients on ART.

DAPCU Imphal East: Voluntary Blood Donation

Significance of Voluntary Blood Donation:
Blood since time immemorial was regarded as a mysterious fluid which is the embodiment of  life.  Science tells us now that the human body contain 4 to 6 litres of blood in adult depending upon the size. Almost all serious health issues use blood donated by people like you and me to save lives. Blood that is donated last a little more than 40 days. Then it must be disposed of. That means we need to constantly replenish the blood so it is there when someone needs it.
Holidays are usually when blood is in short supply. Maybe next holiday season that could be your gift to a needy person. Your blood could save a baby, a child, a mother, a father, a grandfather, a grandmother. They cannot make blood, it is a gift we all have inside of us to give to those who are injured, sick, or in need.
Those are the best reasons to donate blood. Not everyone can save a life. But we have an opportunity to.
DAPCU Imphal East in Blood Donation:
DAPCU Imphal East organized blood donation camp and awareness camp in collaboration with the RRC Modern College and awareness camp at Yaiskul block chaired by MLA Yaiskul A/C in participation of youth Congress Committee.
DAPCU Imphal East plan to  promote blood donation by organizing awareness camp on importance of blood donation and providing comprehensive knowledge of blood and its natural properties, community mobilization through mid media campaign, linked with academicians, youth organizations and different service sectors.
Challenges faced:
Lack of cooperation and knowledge from the community, poverty, less turn out of voluntary  blood donors, poor awareness campaign, government apathy etc.

POSITIVE PREVENTION

1. Why is positive prevention important?
    The nation wide programme on HIV/AIDS is being done with the objective to halt and reverse the  HIV/AIDS epidemic. So, this is important to prevent new positive cases.
2. What are the strategies for positive prevention underway in our districts? 
The strategies for effective positive prevention programmes underway are as follows:

  1.  Behaviour change programme through TI Programmes.
  2.  Control of sexual transmitted infection through STI clinics. 
  3.  Integrated  counselling and testing   of HIV/AIDS through ICTC centres.
  4.  Harm reduction programme for Injecting Drug Users.
  5.  Blood safety awareness.
  6.  Mid Media campaign and comprehensive awareness through mobile counselling and testing programme.

3. What role does the DAPCU play in this regard?
The role of DAPCU in this regard with respect to our district are;

  1.  Coordination with the  facilities like ICTCs,TIs,LWSs,ART, DSRC etc. and convergence of programme with NRHM.
  2.  Finding the gaps and bridging the gaps so as to make it stabilize. 
  3. Linking of PLHIVs with the social benefits and welfare schemes.
  4. racking the high risk zone through the spatial mapping.

Using Right To Education for CABA - Imphal East Manipur

Imphal East district is high prevalent in the HIV/AIDS epidemiology in the country.  Besides this alarming situation the issues of children infected and affected by HIV/AIDS is also becoming major issue. The population of this category of children in the district as reported is 1965 as on March 2012. Obviously they are marginalized and unfortunate children. Definitely they have all the right to share in the present society. 

As like other children they also prefer to go to private schools. However, due to lack of/low income and financial support they are unable to get admissions at schools of their preference. The RTE act provides free education under RTE 2009. The state also has the privilege to admit children to any recognized schools - against 25 % of the total strength of the class. Under this provision DAPCU IE Coordinated with NGOs and ASHAs got introduced to the facilities for providing free education to the children. Consequently the concerned persons began contacting the DAPCU and gathering the information to avail the said provision. DAPCU undertook the responsibility with the CMO and sensitization letter have sent to the respective schools. 4 children affected /infected by HIV have been admitted so far. IE DAPCU will be continuously committed on coordination with the DC and ZEO for such efforts.

Imphal East DAPCU's Response to May 2012 Theme - DAPCC Achievements

Advantages of having a DAPCC in the district
  • The formation of DAPCC helps in nurturing the relation and sharing responsibility between  the different service sectors  in the  HIV/AIDS prevention and control program.
  • DAPCC bridges  coordination and linkages with various line departments  in providing  suitable package of services and and facilities eg. Free education, social welfare schemes to PLHIV  for economic support, free Legal aid etc.
  • Sharing the work plan and achievements of DAPCU to the District Administration helps DC take earnest decisions and  initiative to draw  attention of concerned line department head.
  • DAPCU facilitates and communicates through coordination meeting of DAPCC. This makes it convenient in mainstreaming HIV/AIDS program with other service sectors.


Significant Achievements
  • Awarded 203 job  cards  under MNERGS  to HIV  affected and infected persons through CABA project.
  • Recommended 363  of PLHIV for AAY card
