DAPCU Balasore (Orissa) Response to the Theme : Data Quality

The following process is adopted by DAPCU to ensure the Data Quality in SIMS


1.   DAPCU is taking care that all the facilities are submitting reports in time with complete and correct data. Also, DAPCU developed a format for data quality checks.

2.    All NACP facilities submitted their hard copy report by 3rd of every month, then on the basis of their hard copy, a complete compilation report is prepared   which also helps to validate the data in online SIMS.

3.    Once reports are received from facilities, they are crosschecked especially indicators like in referral & out referral system of all facilities.

4.  Also, DAPCU conducts monthly review meeting with all NACP facilities. In that meeting all the reports are submitted, DAPCU presents facility wise data gaps and discuss about how to rectify the problems.

5.    During the field visit the DAPCU staff, crosscheck the data with registers. This helps to improve the quality of data.

6.  DAPCU staff attended the NHM meetings where data is verified with the facility reports. The indicators which are cross verify in that meeting is ANC registration, HIV testing, RPR/VDRL testing and institutional delivery in Govt. health facility.

DAPCU Balasore Response for World AIDS Day-13

World AIDS Day-2013

The World AIDS Day, 2013 has been successfully observed in Balasore District by Zilla Swasthya Samiti and District AIDS Prevention & Control Unit in collaboration with different departments. To make the programme successful, a preparatory meeting was held on 25.11.13 under the Chairmanship of Dr. A. K. Ghosh, CDMO, Balasore. 

1. Essay Competition among the College students.
Essay Competition was held on 29.11.13 and 67 nos of participants participated in  the Essay competition. 
2. Art Competition among the College students.
Art Competition was held on 29.11.13 and 32 nos of participants participated in the said competition. 
3. Signature Campaign at District Headquarter Hospital, Balasore.
During the course of the day, very innovative massages / slogans related to HIV/AIDS were written by the public with great interest.                                                                          
4. Public rally 

  A long decorative and colourful rally nearly 400 participants started from District Headquarter Hospital carrying placards-bearing HIV/AIDS massages and shouting slogans through sound system covered the key places of the town.

5. Public Meeting at Rotary Bhawan, Balasore.
A public Meeting was organized at Rotary Bhawan, Balasore with the present of Dr. A. K. Ghosh, CDMO, Mrs. Umilata Das Chair Person, Zilla Parisad,  Mr. Parameswarn B (IAS) Collector, Balasore & other dignitaries from line departments.
6. Prize distribution for Essay / Art Competition in the public meeting.
The winning participants were awarded prizes & certificates by the Chief Guest & Guest of Honour 
7. Quiz Competition in Public Meeting Hall.
Questions regarding on HIV/AIDS were asked to the audience and who gave correct answers ware awarded with different gift items. 
8. Blood Donation Camp at DHH, Balasore.
Voluntary Blood Donation Camp with HIV/AIDS awareness programme was organized on dated 01.12.13. Donors from different colleges and NGOs donated Blood. 
9. Sensitization programme at District jail, Balasore
A sensitization Programme on HIV/AIDS was organized on 01.12.2013 in District     Jail for jail inmates & staff. 

10. Street Play at Hospital, Cinema Chhaka, Railway Station, District jail, Bus Stand, Station Chhaka and Fandi Chhaka of Balasore town
Dramatically a Pala group passed the HIV/AIDS massages to the audience for creating awareness among them.
11. Candle Lightening in front of Railway Station.
 Hundreds of lamps were lightened in the shape of Red Ribbon on World AIDS Day in the memory of those unfortunate many who succumbed to this dreaded virus worldwide. 
12. Video Show in front of Railway Station.
Video show through LCD projector was organized in the evening. In total 4 nos. of shows were conducted                                                                
Few challenges faced 
It was really difficult to organise the programmes as mentioned above within the stipulated budget i.e. Rs-2500/-. Hence during the preparatory meeting we sought the help of line departments and district level NGO/CBO etc. The TI partners also helped us with both finance and men power. Most importantly, Rotary club, Balasore helped a lot by providing their meeting Hall along with some other contingency support. However with the active support of Dist. Administration the WAD.2013 was observed successfully with wide dissemination of messages on prevention, care, support and treatment of HIV/AIDS.

DAPCU Balasore Response for the Theme : DAPCU- Stigma & Discrimination

1. Roles and responsibilities of DAPCUs with respect to Stigma and Discrimination relating to HIV.
DAPCU plays a major role in reducing stigma and discrimination related to HIV/AIDS in the district. DAPCU is conducting different type of activities for addressing stigma & Discrimination with the Cooperation of Line departments like district & block level administration and at grass root level with GKS  SDPS like- Sampark Network, TI Partner.

2. What measures have you initiated to facilitate reduction of Stigma and Discrimination? 
DAPCU plays a major role in reducing stigma and discrimination related to HIV/AIDS in the district. DAPCU is conducting different type of activities for addressing stigma & Discrimination with the Cooperation of Line departments like district & block level administration and at grass root level with GKS members like PRI members, ASHSA ,AWW, ANM, Health workers & other renounced person in the village level tg  SDPS like- Sampark Positive Network, TI Partner. Following activities are conducted to reducing Stigma and discrimination.
A. Sensitisation workshop at Hospitals level
B. To sensitise to ASHAs through sector meeting & block level monthly meeting of CHC.
C. Sensitisation GKS members through GKS and ASHA Convention by NRHM
D. To sensitise  public through Mega Swastha Mela   by NRHM
E. To sensitise GKS members like PRI members, ASHSA ,AWW, ANM, Health workers 
F. To sensitise BDOs & Staffs through District Monthly meeting of BDOs
G. Stigma Discrimination meeting at village level addressing Issues by Sampark Network
H. To sensitise the members DAPCC through DAPCC meeting  
I. To sensitise youth & students through Red Ribbon Clubs                                                       
3. Have you received complaints from PLHIV regarding stigma and discrimination? If so how have you addressed the issue?
Complaints were received from the PLHIV and the remedial measures had taken. DAPCU identifies the stakeholders who are influence persons to involve reducing stigma and discrimination issue and involved them. DAPCU handles issue jointly with PLHIV network. In every event DAPCU arranged positive speaker

4. Please share any achievements of your district in fighting stigma and discrimination
Exa-1-CLHIV discriminated by school students-In Village Nandoor of  Khaira Block in Balasore district. Participants:- PRI members , SHG members, ASHSA ,AWW, ANM, school teachers & students and villagers.  Decision taken: No discrimination at school, SHG members, ASHSA, AWW, ANM, school teachers and villagers were taken charges to look into matter regularly at school & village level and make understand to the all guardians of the students to wipe out Stigma and Discrimination toward PLHA & CLHIV

Balasore Response to coordination among DAPCUs

Is there a need for DAPCUs to work in coordination with each other? If so share how are DAPCUs in your state are doing this.
  • Yes, as the role & responsibilities of DAPCUs are same, Coordination among the DAPCUs is required for sharing information & strategies to achieve the goal of the DAPCU as well as goal of the NACP. 
  • DAPCUs are coordinating with each other through telephone, e-mail & during the review meeting at OSACS level/ State level.

What are the issues on which DAPCUs support each other and how is this coordination achieved?

The issues on which DAPCUs support each other:
  1. EID testing of HIV exposed infant of HIV positive mother: there is no EID centre in Balasore district. It is at district Headquarters Hospital, Bhadrak under Bhadrak District. Bhadrak DAPCU is also sharing number of EID testing conducted in EID Centre of HIV exposed infant of HIV positive mother under Balasore District. DAPCU, Balasore can trace out the gap between referral & EID testing of HIV exposed infant of HIV positive mother of Balasore district.
  2. Follow up PLHA for Pre ART, CD4 test, LFU & MIS Cases, HIV person detected in ICTC who are in other district: DAPCU Balasore is also sharing information to follow up PLHA for Pre ART, CD4 test, LFU & MIS Cases of Bhadrak district detected in Balasore district.
  3. Inclusion of social benefit scheme of PLHA of other district: PLHAs those who are coming to ARTC or detected in Balasore district are being informed on Inclusion of social benefit scheme and it is communicated to DAPCU, Bhadrak for follow up. And DAPCU, Balasore is communicating the name & address of PLHAs of other district detected in Balasore to OSACS for their willingness for Madhu Babu Pension Yojana.
  4. Sharing information on strategy of implementation of programme: DAPCU is also an implementing agency of NACP activity in the district level. It is also sharing information on strategy adopted by DAPCU for smooth implementation of programme.

How is this coordination achieved?
  1. Data sharing through email & telephonic contact.
  2. Organising coordination meeting under ARTC
  3. Sometimes visit to other DAPCU

What role do the SACS play in enhancing this co-ordination?
  1. During the review meeting coordination among the DAPCUs is being established.
  2. Information of other district sent by DAPCU, OSACS is sharing of Data & innovative among DAPCUs.
  3. Arrangement of exposure visit.

Share a few examples in which you have taken the support of other DAPCUs and how it has helped you?
  1. Implementation of innovative activities in the district and sharing with other DAPCUs
  2. EID/DBS test of HIV exposed infant is being done with the Co-ordination of DAPCU, Bhadrak
  3. Preparation of District Annual action Plan
  4. Issues against action taken in DAPCC Meeting
  5. To include the PLHA in different Social Benefit Scheme sharing with other DAPCUs
  6. Training of Preferred Provider of TI project on STI/RTI Syndromes Management with the Coordination of DAPCU Bhadrak
  7. During the preparation of Spatial Map DAPCUs helped each other

Balasore's Response to Theme- DAPCUs and F-ICTCs

What is the role of DAPCUs in establishing F-ICTCs?

  • Identify the location for the establishment of F-ICTC
  • Coordinate with health facility, district health administration & OSACS
  • Facilitate documentary evidence with health facility, district health administration & OSACS

Locating a suitable health facility to establish F-ICTCs

  • Identify the suitable heath facility for the establishments of F-ICTC through verify & analyze the data of ANC registration & institutional delivery conducted, TB case load & availability of Human resources.
  • Submit all physical data to OSCS through recommendation of District Health Authorit
Capacity building of the F-ICTC (i. e. training of staff, providing registers/ formats, providing guidance, supervision etc.)

  • Facilitate to recommend the name of Lab. Technician & Staff Nurse to OSACS for training and in reverse DAPCU facilitate & coordinate with health facility & OSACS for training of Lab. Technician & Staff Nurse 
  • DAPCU provides all registers & formats to F-ICTC received from OSACS
  • Provides guidance to health facility / F-ICTC through regular supportive supervision, meeting with institutional head & staff for smooth function of F-ICTC

Strengthening of linkages between F-ICTC and Designated ICTCs

  • Review the function & linkages in the review meeting of Counselors & LTs of F-ICTC & ICTC
  • During field visits verify the records of F-ICTCs regarding referral and linkages to designated ICTCs and discussed with F-ICTCs staff and Medical Officer. 
  • Cross verification of  F-I CTC referral with designated ICTC record and analyze the gap and feedback to concerned F-ICTC

Monitoring and evaluation of F-ICTCs

  • Regular field visit for supportive supervision and monitoring 
  • Review the activities of F-ICTCS on monthly basis 
  • Verify the records, validate the Data and on time reporting to OSACS 
  • Accompanies and coordinate for monitoring and evaluation by higher authority like OSACS etc
  • Regular discussion with CDMO, ADMO (PH) and OSACS on F-ICTC status and if gap identified

Few achievements:

  • Established 5F-ICTCs in Balasore district 
  • On time reporting of F-ICTCs 
  • All F-ICTCs staffs are participating in district level Monthly Meeting 
  • Facilitated supply of equipment and consumables from RKS Fund to F-ICTCs
  • Three locations were identified and proposal has been sent to OSACS for opening of new F-ICTC in Balasore District
  • Sensitize all hospital staffs of F-ICTC on HIV/AIDS

Balasore's Response to Theme - Supportive Supervision

According to of Supervision our responsibilities to support / help service provider  for out coming of quality service and achieving work objectives by strengthening their performance through strengthen relationship with the system, facilitating team work, empowering technical updates or guideline, onsite training, ensuring uniformity to set up standard and identifying problems and solving them in a time manner, optimizing the allocation of resources, promoting high standard  of service, follow up on previously identifying problems sharing new initiatives. 

How do you plan and implement your visits for supportive Supervision?
Planning:-
Organize a preparatory tea meeting and discuss among the staff on their previous visit report and analyze facility wise report and feedback report of authority (DACO & CDMO). Identify facilities wise issues or problem for intervention and innovative. Identify important side/facility center issue determine action point and prepare checklist accordingly.

Implementation: -

  • Identify facility center to be supervise and develop a rout plan with date and time
  • Approval of tour plan from higher authority
  • Inform the relevant authority and supervise on the date, time, objective of visit and support needed
  • Take a note of all vital information about supervision side
  • During visit we ensure that corrective action has been taken against issue, through verify recorded and discussion
  • Review the previous action point and status of implementation
  • Identify person responsible to solve the identified action point and problem area without linger.
  • Praise for new initiatives of the service provider
  • If DAPCU support is required to address issues, DAPCU takes corrective action at different level
  • Discussion with the head of the facility center on observation / findings during visit and submit for follow up action.
What should DAPCU keep in mind while undertaking supervision?

  • Positive attitude towards visiting side
  • Provide corrective and supportive feedback on performance
  • Positive feedback when performance is god and constructive feedback when performance is list improved
