DAPCU Yavatmal (Maharashtra) Response to the Theme : Data Quality

In the Yavatmal district, every month review meeting is conducted with all HIV facilities such as (ICTC, ART, NGO, SRL, BLOOD BANK Etc..). In review meeting, first will look in to the reporting status in SIMS whether all facilities have submitted reports with in the time period or not. During the meeting M&E officer will review the reports submitted by the facilities, also in the review meeting MRD data and Line list data will be cross checked whether facilities entering the same data in the reports or not. Etc. If any data queries arise the same will be discussed and clearing in the meeting by M&E officer in that meeting. Every quarter hands on training is providing to the facility staff on SIMS Reports and improving data quality.

In district total 115 facilities and all facilities are entering data in SIMS within timeline. DIS and M&E analysing the data every month after getting all facilities reports, the reports at times have  data gap for some of the indicators such as age wise positive, male female positive, total testing etc.  After reviewing the data gaps DIS and M&E instructions the facilities to review the data and correct it in the system at the earliest.

During field visits the DAPCU staff verify the registers and submitted reports whether reporting data is matching with registers or not. This improves the submission of quality data.

DAPCU Yavatmal (Maharashtra) Response to the Theme : DAPCU Led Single Window Model

Describe efforts taken or Planned by DAPCU to increase the number of people availing Social  Benefit Schemes in your district in FY 2016-17.

December 5, 2015 Dr. Rathod, the Dean of the hospital in the presence of Dr. Yealke, Nodal Officer of ART Centre and Medical Superintend inaugurated the DAPCU led Single Window space provided within the ART centre, Yavatmal. Appreciating our work Dean shared that this is first time he was observing a hospital with medical as well as social approach and he was happy to be there. He requested everyone to continue this system.
At this point we would like to take you through the process and background work that took place to reach this point. The process was long, involved several meetings with stakeholders and had many more outputs.
  • On December 13, 2014 NACO organize one-day workshop on DAPCU Led Single Window Model on Social Protection for PLHIVs, CABA and MARP at Pune. OVC project was just launched then and DPC of Yavatmal along with district DPO/DS participated in this workshop. The workshop clarified the roles and responsibilities of DAPCU Led Single Window Model on Social Protection for PLHIVs, CABA and MARP.
  • During District AIDS Prevention Coordination Committee(DPCC) meeting in February 2015 District Collector and DS discussed about DAPCU Led Single Window System and explained how they can support.
  • In month of April 2015 organised the stakeholder meeting in collaboration with DAPCU in which DPC discussed about DAPCU Led Single Window System and explained their role.
  • Hon. Collector Circular: Collector passed first circular in Maharashtra for implementing DAPCU Led Single Window System on April 16, 2015. In this circular he told all Government Departments to support OVC Social Protection Project and CLHIV/CABA children and their families should get all government facility and schemes from ART Centre.
  • Hon. Collector passed another circular on July 6, 2015, stating the Tehsildar should accept the chronic illness Certificate authorize by Nodal Officer of ART Centre. 
  • On July 7, 2015 Hon. Collector passed another circular directing the appointment of a Nodal Person/Officer for providing instant benefits to PLHIV/CLHIV. He stated that the Tehsildar should be cooperative to Nodal Person/Officer.
  • Hon. Collector passed another circular on October 8, 2015 stating that the Medical Superintendent of Government Hospital can give chronic illness Certificate to PLHIV patient.
  • On October 9, 2015, Hon. Collector passed another circular in which he directed the Tehsildar to accept the Chronic Illness Certificate submitted by PLHIV patient authorize by District Civil Surgeon, Nodal Officer of ART Centre and Medical Superintendent of Government Hospital.
  • In the month of August and September 2015 under OVC Social Protection Project organised Sensitization Training on Government Schemes-Social Security Schemes. It was attended by the staff from ICTC, ART Centre, TI NGO, PPTCT NGO, VIHAAN NGO and DAPCU staff. After this, ICTC counsellor beneficiary government schemes application submitted to related department through DAPCU.

This resulted in improved access for PLHIV patients as they could submit application for Chronic Illness Certificate, Sanjay Gandhi Niradhar Yojana, Bal Sango pan (Foster Care Schemes) at taluk level at one point. This saved their time, travel cost and efforts and running from department to department. Also they could avoid visiting places where they had to suffer stigma and discrimination.

DAPCU Yavatmal Response to the Theme Co-ordination among DAPCU's

Introduction:
Yavatmal District is supposed to be the high prevalence district in the Maharashtra state. In Yavatmal the factors contributing in the enhancement of HRG are as follows:
i) A huge migration from coordinating district/state.
ii) FSW trafficking from coordinating district.
iii) Majority of tribal population living with ill traditions.
iv) Hidden brothel in the district.
Without coordination of other District (Amravati, Akola, Hingoli, Chandrapur, Nanded), we can’t trace out the HRG. We have a very strong coordination with the neighboring DAPCUs. FSWs, Migrants and Tribal population we cover with the help of neighboring DAPCUs. 
 DAPCU's Contribution to the  program.
I. For kit storage and kit transportation we take the help of Akola DAPCU.
II. For LFU/MIS tracing DAPCU Yavatmal takes the help of all coordinating District.
III. For arranging workshop and training we take the help of Amravati and Nagpur DAPCU.
In any difficult situation or any obstacles we (DAPCU) coordinate with each other and sort out the problem. Many a times we coordinate with the other state also e.g.
A migrant from Punjab was working in the Yavatmal at garment factory. The person get identified HIV positive in the health camp and moreover his condition was very worst. We admitted him in the district hospital and when he was in a good condition we transferred out him to Bhatinda (home town) and coordinated with the Punjab SACS for further treatment.
Our (DAPCUs) coordination gives us strength to provide the best services to the PLHIV.

Response of DAPCU-Yavatmal, Maharashta on Women and HIV

  • Women account for one in four new HIV diagnoses and deaths caused by AIDS.
  • The proportion of AIDS diagnoses reported among women has more than tripled since 1985.
  • The vast majority of women diagnosed with HIV contracted the virus through heterosexual sex.
Around the Globe 
  • Worldwide, women constitute more than half of all people living with HIV/AIDS.
  • For women in their reproductive years (15–49), HIV/AIDS is the leading cause of death.
  • Women are at least twice as likely to acquire HIV from men during sexual intercourse as vice versa.
  • A study in South Africa recently suggested that nearly one in seven cases of young women acquiring HIV could have been prevented if the women had not been subjected to intimate partner violence.
  • In 2011, 57 percent of pregnant women living with HIV in low- and middle-income countries received effective drug regimens to prevent new HIV infections among children.
  • In sub-Saharan Africa, women constitute 58 percent of all people living with HIV/AIDS.
  • Among young people aged 15-24, the HIV prevalence rate for young women is twice that of young men.
 The ways from women are easily accessed to HIV services.
  • Yavatmal has one Govt.  Medical Collage and under this hospital run one ICTC, PPTCT  Centre , one  Designated STI RTI Center and one ART Centre.
  • In Yavatmal District the total HIV testing in 2012-13 is 89505 (General +ANC)
  • Yavatmal  District have total 19  ICTC and 63 FI-ICTC they all provide the HIV testing facility to ANC as well as other women (Whole Blood Testing).
  • Under the ICTC staff they organize the ANC HIV testing camp in the Sub-Center and PHC level.
  • A New ART Centre has been started on 28/3/2013 in SDH Pusad  in Yavatmal District                             
DAPCU take special efforts to address their needs and vulnerability through….
  • DAPCU organized the sensitization camp in Bachat  Bhavan for Bachat Gat Mahila organization out of which 100 % are women, and in this sensitization our focus is HIV, PPTCT Programme.
