DAPCU Bangalor Urban Response to DCC for HIV-TB

  1. District co-ordination committee is in place in the district (Bangalore Urban)
  2. Meet regularly once in 3 months under the chairmanship of D C
  3. Discuses about the programme implementation, performance and challenges
  4. Major challenge of Bangalore Urban is non-co-location of ICTC and DMC. To address this    issue, regular outreach activities are being planned and implemented.
  5. To resolve this issue permanently, all the DMC lab-technicians are trained for HIV testing and 22 DMC’s are being planned to run as F – ICTC subject to the availability of the HIV testing kits.
  6. All these issues are being regularly reviewed by the DC.
  7. In addition to this, HIV-TB collaborative activities are being regularly reviewed every month by the DC in the district mission meeting and Z P, C E O at the district health society meeting.
  8. Also HIV-TB cross referral performance is reviewed for the ICTC counselors and STS by the DAPCU and DTO

DAPCU Urban Bangalore World AIDS Day Plans

World aids day observation of Bangalore urban district was planned along with the Karnataka SACS. The venue was fixed at freedom park Bangalore.

Preparatory meeting: Four preparatory meeting was held at SACS under the chairmanship of PD SACS.  Similarly 3 preparatory meeting were conducted by DAPCU.
  1. Initially the DHO, all programme officers & THO’s meeting was held & the programme was briefed.
  2. 70 volunteers was selected in volunteers orientation meeting & each one was given a definite work. This was attended by the KSAPS officials
  3. To mobilize the nursing students all the heads of nursing college who are attended to Jayanagar General hospital. Students being mobilized for World AIDS Day was collected .Similar one was done at KCG hospital , Malleshwaram, Bangalore.
  4. Stall from Ayush Department planned which in 1500 saplings for the distribution on WAD was planned. Total 17 stalls planned.
  5. JATHA:- From Vidhana Soudha to Fredom Park (1.8 K.M) 5000 participants planned. Headed by Health Minister, film acter Darshan, Ragini & other government officials. SACS, NGO’s others participated. T- shirts, caps, curd milk, water arranged
  6. Folk Programme:- 28 folk programmes DAPCU planned at various places of Bangalore Urban among the 14 were conducted on 13.11.2012. meeting were conducted for the TI staff & their role was fixed

But due to the demise of former PM I K Gujral, Programme was cancelled. But all of us assembled at Vidhana Soudha with SACS officials where in principal secretary joined us, took an oath in WAD & dispersed.

  4. Priority should be given to the community while scrutinizing the beneficiaries

  1. Identification of beneficiaries in the community
  2. Referral to the concerned DIC,DLN,ART,ICTC
  3. Providing proper guidance and awareness
  4. Assistance for getting proper documents from concerned department
Challenges
  1. No active participation from the beneficiaries due to confidentiality issue
  2. Priority not given to the community people while scrutinizing Applications from the concerned departments
  3. No awareness about the schemes available  
  4. Difficulties in getting all the supportive documents for availing the schemes
  5. No proper response and guidance from the departments for the beneficiaries

Bangalore Urban DAPCU's Response to May 2012 Theme - DAPCC Achievements

DAPCC Meetings are regularly conducted in our district (Bangalore Urban) and all the line departments are called for the meeting. After the formation of DAPCU it is observed that the inter co-ordination with other departments was good and this has been a major support to the programme. A few specific achievements are 
  1. Two Acres of land has been allotted by the District Commissioner for construction of homes for PLHIV.   Right now 231 PLHIV have been allotted houses on this land.
  2. Social benefit Schemes  for PLHIV and HRG was facilitated though the line departments and is  reviewed by the District Commissioner during these quarterly meetings. The current status is

  • Anna Anthyodaya Ration Card- 309, 
  • Rajiv Gandhi Housing Scheme - 262, 
  • Education Support - 150, 
  • OVC Scheme - 352, 
  • Widow pension, FSW - 325, 
  • Voters ID - 25, 
  • Hostel Scheme for children of sex worker - 115, 
  • Health insurance - 104, private scholarships-190. 


Successfully conducted the Voluntary Blood donation programme in collaboration with other departments.

We would also like to share that we have achieved  general clients testing 113.68%, 97% CD4 testing of ANC +ve cases, 94% put on ART of ANC +ve cases and in the Blood Bank  we have achieved 269%. We also mobilized  20 thousand people for utilization of services and information during the Red Ribbon Express Programme.

Strategies in Bangalore Urban district to ensure people diagnosed HIV positive from ICTCs to reach the ART Centre for Pre - ART registration are as follows
  1. We held NGO Co-ordination meeting at the DAPCU Office and discussed in detail about the situation of the gap between positives detected and the ART reached status in Bangalore Urban. 
  2. The number of outreach workers was assessed and each ORW was allocated one or two ICTCs according to their concerned area of work. After this meeting the ORWs visited to their respected ICTCs once or twice in a month and took the list of positives not reached to ART centres and followed them up mainly through home visits and gave the feedback to the ICTC counsellors. This aspect was strictly reviewed during the monthly meetings.
  3. The help of ORWs of DLN was also used in the same manner.
  4. All the MOs of PHCs were instructed to utilise the help of ASHA workers for the follow up of HIV positives. Thanks to the NRHM for the incentives given to the ASHA workers for this work.
  5. The Saturday outreach activity of ICTC counsellors is mandatorily reviewed in our monthly meetings.
  6. The list of Non ART reached cases is being collected from the ICTC counsellor in the monthly meeting and shared with the RCHO, MOs for the follow-up using their field staff.
