Amravati DAPCU's Response - June 2012 Theme - Social Benefit Schemes for PLHIV and HRG

  • In the DAPCC meeting the issue of social benefit for PLHA is raised by DAPCU and the Hon’ble Chairperson issued a letter to all the SDO and Tahsildar regarding the benefit schemes and the collection of the form at ICTC and DIC level. The press release was issued immediately.
  • Inter linkages of the all the facilities like ICTC, ART, DIC, CCC, LWS, TI (Migrant and FSW) and PPTCT are very good and the DAPCU takes advantage of it for linking all PLHIV to different social benefit schemes.
  • We also organized a programme which is a part of mainstreaming as well as the support to PLHIV at DIC. 50-60 persons from different fields like, govt. officials, businessman, social worker, politicians and the media attended this programme. During the event all of them made donations for PLHIV support which would include Sewing machines and Bicycles. In this event the all the participants also demonstrated their solidarity by eating food prepared by PLHIV. This sent out a strong message against stigma and discrimination.


Challenges

  • Collection of required document from PLHIV
  • Migration of PLHIV
  • PLHIV need the Bhumihin (landless) certificate to be eligible for various social benefit schemes. However, the local authorities are not providing this to wives (married women) if they are not divorced.
  • Willingness to access Social Benefit Schemes is not strong for some PLHIV even though DAPCU is ready to help by collecting their forms for social benefit schemes in ICTC level

Various Schemes implemented by Government of Gujarat for people living with HIV/AIDS (PLHA) & Children Living with HIV/AIDS (CLHA) Support.

 Project Jatan, for travel assistance to PLHA , in case of children it is also for accompanying adult and his/ her loss of wage.

 All Below Poverty Line (BPL) - PLHIV family eligible to Antyodaya Anna Yojana (Food and Civil Supply Department)

 Rs. 500/- month for AIDS patients (SEBC & EBC) as Nutritional Support under Medical Aid help scheme (SJ & E Department).

 Widow Pension- All BPL widow eligible for Rs. 500/- Month and Rs. 80/- Month per child up to 18 years of age (up to 2 children) (SJ & E Department). Agencies working with GSACS help in identifying such women.

Education scholarship to infected and orphan or semi orphan children of HIV +ve parents is implemented (S. J. & E. Department)

Office order to all Govt. Schools to sanction special leave to CLHA for Anti-Retroviral Therapy (ART) and to ensure no discrimination (Education Dept.).

Two orphanage homes at Gandhinagar and Surat for HIV infected/ affected (SJ & E Department - run by positive network).

Allocate time to representative of GSNP+ for sensitization toward HIV in Boards/Corporations/HOD meetings.

Palak Mata Pita Scheme (Rs. 1000 /month) for people who adopt orphans. The scope of this scheme has been extended to entire state.

Govt. of Gujarat provide cash incentive of Rs. 1000/- for institutional delivery of those HIV positive pregnant women.


The support from the District Administration DIC, DLN, ART, ICTC , LAC is strong is our district and our strategies are similar to those of Navsari Dist.
  • DPO meets regularly with line dept. staff.
  • Follow up by ORW, DIC STAFF, TI NGO STAFF, LAC & ART STAFF & ICTC COUNSELOR.
  • Monthly presentation of Dist. Dash Board to District Collector.
  • Block wise regular meeting at the District and DIC with TI-NGO, ICTC STAFF, ART staff to discuss schemes. 
CHALLENGES
In migrant PLHA do not have residence proof & ration cards etc and this becomes a hindrance in getting schemes.
ACHIEVEMENTS
This month in the DMR – May2012, we have sent 1 TI’s (Vasundhara Trust) report on Social Benefit Schemes availed by FSW. We are working on collating similar information from other TIs and ARTC.
  • Ration Card - 884 HRGs were found eligible and 775 have received it
  • Bank account - 733 HRGs were found eligible and 367 have received it
  • Voter's Id- 879 HRGs were found eligible and 745 have received it
  • Insurance -419 HRGs were found eligible and 104 have received it

The support from the District Administration is good in our district. The DIC , DLN, LAC , ART , ICTC offer good counselling and ensure regular follow up for  for collecting documentation required for schemes like ID Proof etc.
Unique strategy and experience  
  1. CDHO, DPO conducts monthly review meeting at District Level to review Total PLHA Vs. no availing Govt. Scheme
  2. Regular follow up by ORW, DIC Staff, Ii NGO Staff, ICTC Counselor
  3. DPO meets and sensitizes other Govt. Dept. staff
  4. DAPCU presents Monthly Data to DDO and Dist. Collector
  5. Block Wise Regular Monthly PLHA Meeting at the District and at DIC with TI NGO, ICTC Staff to discuss Govt. Schemes

  1. PLHA Migration (out migration) to other States
  2. PLHA (in migrants) do not have residence proof & ration cards etc which are required to avail many of the schemes.
