Balangir -DAPCU's Response - June 2012 Theme - Social Benefit Schemes for PLHIV and HRG

The presentation provides details about the the various schemes as well as , benefits, eligibility, process , point person and reference for each scheme. The table provides information regarding the number people who have applied and those who have recieved the schemes 


For all the schemes the PLHIV has to submit a written consent in his/her local language with signature or Left Thumb impression that he/she is voluntarily disclosing his/her HIV status to avail the scheme and if his/her privacy / confidentiality related to HIV/AIDS is exposed while being accessed to Govt. set up for the sanction of  the scheme by the district administration then he/she will not held any body liable / responsible for it.

Challenges
Madhu Babu Pension Yojana (MBPY)
  • This is to be done at district level as it consumes a lot of time for processing / documentation.
  • The address of the client is to be ensured during counseling. Sometimes the client provides his/her pseudo name and address.
  • When the client resides most of the time out side / adjacent district / adjacent block for bread and butter.

 Mo Kudia Yojana (MKY)
  • When a land less client is detected. These types of clients are benefited with MKY when they are linked with Mo Jami Mo Diha (MJMD) scheme.
  • When Nomadic clients are detected.
  • When Mother-in-law’s family debars a widow due to stigma/discrimination.

 Antyodaya Anna Yojana (AAY)
  • Clarity on eligibility.
  • Unavailability of Income certificate with the PLHA.

 Overall for obtaining consent from a PLHA is the pivotal challenge to get them access for any social benefit scheme.
