Balangir DAPCU's Response to May 2012 Theme - DAPCC Achievements

Advantages of having DAPCC in the district
DPM appraising the Collector and other members of DAPCC
  • Communication of all HIV related programmes to all departments  in one common platform.
  • Presentation on severity of HIV/AIDS situation in the district to the apex body of the district for early and instant action.
  • Best platform for convergence activity with NRHM and other line departments.
  • Creates a good environment for mainstreaming.
  • New plans and proposals are taken into immediate decision as the District Collector is the Chairman and supreme authority of the committee and presides over the meeting.
  • Reduces time consumption for resolution of critical decision for programmatic development
Major achievements through DAPCC meeting.
  • PLHIVs are getting their traveling cost (to & fro) from their block head quarter to ARTC. In addition to this Rs. 40/- additional amount is given. This cost is borne by Red Cross fund. In turn this will reduce the LFU / MIS cases and increase re-enter of clients to ARTC.
  • As the Lab. Tech. posts are lying vacant in 11 stand alone ICTCs, HIV test in those ICTCs is done by by deputing OSACS Lab. Tech. and by Govt. LTs trained for HIV testing . In this process during March 2012 we have made  13 ICTCs functional with only 5 OSACS LTs. The TA/DA of concerned deputed LTs, is being paid from the local (where the LT is deputed to conduct test) RKS fund as per state Govt. norms. It has been also decided to provide Rs.1000/- as incentive where HIV test trained existing Govt. LTs are available to make the  ICTC functional.
  • Free medical tests for PLHIVs at DHH and SDH pathology.
Mass awareness campaign on the eve of Balangir Lok Utsav

  • Emergency financial help for better treatment is being given to PLHIVs through district Red Cross and they are also being considered for Odisha treatment fund.
  • Through DAPCC, it is becoming easy to coordinate and plan successful VBD camps at different levels in different time involving all related stakeholders. On special occasions like National Youth Day, Red Cross Day and Anti Terrorism Day etc. we are planning mega voluntary blood donation camps with IPC sessions.
  • Expenditure for critical HIV patient’s referral to different Medical Colleges of the state for availing higher medical service, is being met from RKS fund.
  • Tracking of Out Migrants for destination oriented intervention for their betterment and provision of IEC and CST is being done through Gaon Kalyan Samitee (GKS).
VBD during Anti Terrorism Day
  • Free Mosquito Nets (Long Lasting Insecticidal Nets) to all PLHIV who undergo Pre -ART registration.
  • Double nutritional food to all 19 CLHIVs through ICDS.
  • Financial help through INP+, HIVOS & Concern Worldwide in shape of loan (interest free Rs. 10,000/-) to 42 PLHIVs.
  • Various social benefit schemes are being disbursed to PLHIVs with an easy established process under the direct supervision of DAPCC Chairman.
  • Ensured legal assistance in case of social rejection, property/ responsibility denied, as well as stigma discrimination as and when reported.
  • Ensured several mass awareness campaigns with sharing the platform of district administration along with other line departments and socio cultural activities organized by public private partnership / involvement in most of the district sub-district level events.
